Neil Shaw, portrayed by Wesley Snipes, is a skilled operative for the United Nations’ covert dirty-tricks division, where he employs espionage and morally ambiguous tactics to maintain global peace and diplomacy. While in Hong Kong, Shaw adeptly infiltrates a lavish Chinese New Year celebration hosted by the influential business magnate David Chan. Here, he skillfully hacks into a laptop belonging to a North Korean Defense Minister, using his findings to blackmail the official over misappropriated U.N. aid funds, thereby facilitating ongoing negotiations with South Korea. However, his cover is blown, leading to a tense escape from the party, during which Shaw sustains a gunshot wound to his shoulder.

Fast forward six months, and a disturbing discovery unfurls when a shipping container filled with deceased Vietnamese refugees washes up on the docks of New York, coinciding with a pivotal trade agreement with China. Eleanor Hooks, Shaw’s commanding officer, suspects a connection between Chinese ambassador Wu and the notorious Chinese Triad. She assigns Shaw the perilous mission of installing a listening device on Wu during a banquet thrown by Chan. Chaos erupts at the event when Wu is shot dead and Chan sustains an injury; in the midst of the turmoil, Shaw chases a masked gunman. However, the pursuit takes a grave turn when Shaw’s teammate, Robert Bly, is killed, leading to Shaw’s wrongful arrest by the NYPD.

During a harrowing prison transfer, an FBI agent’s van, carrying Shaw, is sabotaged by a bomb, resulting in Shaw’s capture by Triad members who plan to frame him for murder. Awakening in captivity, Shaw manages to escape but soon discovers that his last ally, Jenna Novak, has been brutally killed by a hitman. Driven by vengeance, Shaw eliminates the assassin, retrieves vital audio evidence, and discovers Novak’s concealed armory stocked with weapons.

In his quest for justice, Shaw partners with Julia Fang after she comes across an article proclaiming his innocence. He successfully rescues Fang from a deadly ambush orchestrated by a fierce Chinese hitwoman in a hospital setting. Together, they trace the Triad’s operations to a bakery that serves as a cover for a larger criminal enterprise, leading to an unexpected coalition with agent Capella.

As the narrative unfolds, Shaw acquires damning video evidence that exposes Chan’s machinations against the trade agreement. During a confrontation, Chan is killed by a mysterious assailant while being interrogated. The plot thickens as Shaw discovers a tracking device embedded in his wound, engineered by Bly himself during a prior basketball injury. When the pieces of the puzzle start coming together, Hooks is revealed to be the mastermind behind the conspiracy alongside Chan.

Betrayed and disgusted, Fang tries to escape but finds herself trapped. Meanwhile, Shaw pieces together Hooks’s dark involvement and confronts Capella with his revelations.
