San Francisco artist Jennifer Spencer (Sondra Locke), now in her forties, is haunted by a traumatic past—years ago, she and her younger sister were brutally raped after being lured to a fair by a female associate of the assailants. The horrific incident left her sister in a permanent catatonic state, while Jennifer is driven by a thirst for vengeance.
The film opens with Jennifer confronting one of her rapists, George Wilburn (Michael Maurer), on a cliffside in the early morning light. In a shocking act of retribution, she shoots him twice—once in the groin and then in the head—before calmly leaving the scene.
Meanwhile, we see Inspector Harry Callahan (Clint Eastwood) in a courtroom setting, handling a case against a suspect named Mr. Hawkins (Kevyn Major Howard). However, the case falls apart due to misuse of evidence, leading to its dismissal. Later, while enjoying a quiet moment at his favorite diner, Harry is oblivious to a waitress’s attempts to sweeten his black coffee, only to be repulsed when he finally takes a sip.
As chaos ensues, Harry disrupts a robbery at the diner, showcasing his gritty persona when he challenges a thug holding a waitress as a human shield, saying, > “Go ahead… make my day!” The police soon arrive, confirming Harry’s ruthless reputation.
Back to Jennifer, she attends an art exhibition featuring her work but leaves early to visit her sister Elizabeth (Lisa Britt) in the hospital, where she learns about the extent of her sister’s condition.
Later, during a wedding party for a mobster’s granddaughter, Harry pressures Threlkis (Michael V. Gazzo), implying that he might have evidence that could incriminate him. Startled, Threlkis suffers a heart attack, revealing Harry’s knack for intimidation—although it turns out the evidence is blank.
As the investigation unfolds regarding George Wilburn’s death, Harry faces the wrath of his superiors, including Captain Briggs (Bradford Dillman](/actor/bradford-dillman)), Lt. Donnelly (Michael Currie), and the Chief (Bill Reddick), all pushing him towards vacation after a fallout from the Threlkis incident.
After a tense encounter with Threlkis’s hitmen, Harry returns to practicing his shooting skills in the woods, where he’s met by his friend Horace King (Albert Popwell). Following another encounter with Hawkins, Harry is reluctantly reassigned to San Paulo, a coastal town, on the guise of vacation. Unknown to him, Jennifer has also returned to San Paulo, intent on finishing her long-sought revenge against her attackers, while claiming to be there to restore the carousel.
As the plot thickens, Harry and Jennifer briefly cross paths without realizing their connection. Callahan’s investigations lead him to encounter additional threats tied to the rapists. Jennifer’s methodical approach results in the demise of several of her tormentors, including Kruger (Jack Thibeau](/actor/jack-thibeau)) and Tyrone (endell Wellman), as she ruthlessly exacts her revenge.
Ultimately, Harry’s investigation overlaps with Jennifer’s quest for vengeance, leading them both down a treacherous path culminating in a deadly confrontation at a fairground. A showdown between Harry and the last remaining rapist, Mick ([Paul Drake), becomes an explosive climax where Jennifer’s and Harry’s motives collide.
In a twist of fate, justice is served in a manner that allows Jennifer’s shadow to remain undetected. After an intense battle, Harry cleverly ensures that the actual culpability for the murders shifts away from Jennifer onto Mick, thus shielding her from the consequences of her actions.
