Secret agent WD-40 Dick Steele is brought out of retirement by the U.S. Covert Operations Center. He learns that he must rescue kidnapped agent Barbara Dahl from the clutches of the malevolent General Rancor.

Barbara Dahl is kidnapped by General Rancor after her investigation into his lair. Rancor demands a powerful computer chip as ransom to control global satellites, heightening the urgency of Steele's mission.

Steele reflects on his last mission where he accidentally drove the President into a water-filled bridge during an attempt to protect him. This traumatic experience has left a lasting mark on his confidence as an agent.

Steele learns that Barbara is the daughter of Victoria Dahl, his former girlfriend who died tragically in an encounter with Rancor. This revelation adds a personal stake to Steele's mission, intensifying his resolve.

With the guidance of The Director, Steele prepares for his mission by receiving an array of disguises and high-tech gadgets. His old rival Norm Coleman and the director's secretary Miss Cheevus also make appearances in this setup.

Steele encounters Moore, a femme fatale sent by Rancor, who initially aims to eliminate him. However, she reveals her true identity as Agent 3.14, joining Steele in his quest against Rancor.

As the plot thins out, Rancor kidnaps Veronique right in front of Steele. This shocking turn of events escalates the urgency and stakes of their mission as Steele vows to rescue her.

While investigating, Steele discovers a vital pendant left by Professor Ukrinsky, who has gone missing. This pendant becomes a critical clue to locate the missing scientist holding the satellite control chip.

Amidst the chaos, Steele unknowingly informs The Director about the control chip while being monitored. A mole within their team quickly relays the information to Rancor, placing them all in grave danger.

In a daring plan, Steele disguises himself to infiltrate Rancor’s nunnery stronghold to rescue Veronique. Despite dangerous odds, he remains determined to put a stop to Rancor's sinister plans.

As Steele confronts Rancor in his control chamber, chaos erupts. He discovers that Cheevus is actually Rancor’s mole, which complicates their rescue efforts and adds tension to the situation.

In a critical moment, Steele manages to free the hostages imprisoned by Rancor. His swift actions prevent further loss of life, showcasing his ability to rise to the occasion even in dire circumstances.

Steele cleverly binds Rancor to a missile, turning Rancor's weapon against him. In a bold move, he reprograms the missile to head into space, effectively neutralizing the imminent threats to the world.
