Set over the course of a single, tumultuous night, the story revolves around Rick Santoro (Nicolas Cage), a flamboyant and morally corrupt police detective in Atlantic City. As he attends a high-stakes boxing match at the Atlantic City Arena, he meets his lifelong friend Kevin Dunne (Gary Sinise), a U.S. Navy Commander involved in escorting high-profile individuals including Defense Secretary Charles Kirkland. The match takes an unexpected turn when heavyweight champion Lincoln Tyler faces off against challenger Jose Pacifico Ruiz.

As the first round kicks off, Dunne becomes distracted by a striking redhead named Serena and vacates his seat. This seat is subsequently occupied by the enigmatic Julia Costello, who sports silver-lined eyeglasses and a striking white satin suit. However, chaos ensues when Tyler is knocked out unexpectedly, followed by gunshots that mortally wound Kirkland and injure Costello, causing her to lose her disguise. Amidst the panic, Costello cleverly escapes into the casino, disguising herself amidst the chaos.

Santoro grows suspicious when he notices the “knocked out” Tyler reviving the moment the shots are fired. Upon investigative review, he realizes that the punch didn’t actually land, leading to stunning confessions from Tyler who admits he threw the fight under duress from Serena. As Santoro delves deeper, he uncovers a shocking conspiracy involving not just Tyler and Serena, but also a sniper responsible for the shooting.

Dunne, who initially appears as a trusted ally, reveals the sinister truth about their Norfolk trip relating to a missile defense test. It becomes evident that a known terrorist orchestrated the assassination to halt the defense system’s sale to the U.S. government. While Santoro attempts to piece together the evidence through surveillance tapes, Dunne’s ulterior motives come to light, leading to a tragic fallout.

In a pursuit that sees Costello seduce a sleazy hotel guest to hide, Santoro maneuvers through the unfolding chaos to protect her, ultimately leading to devastating realities about Dunne’s betrayal. He finds out that Costello possesses crucial information about the failed AirGuard missile tests, which set off a chain of deadly events.

As catastrophic weather hits Atlantic City, Santoro and Costello clash with the conspirators, leading to a nail-biting confrontation. Dunne’s desperation culminates in a tragic end as he realizes his scheme has crumbled. Following all the turmoil, Santoro emerges a hero, yet finds himself stripped of everything—his job, family, and future aspirations.

In a bittersweet conclusion, Santoro meets Costello one last time, and they share a moment of hope amidst despair. He pledges to contact her after serving his prison sentence, leaving the audience with a glimpse of what remains—a ruby ring belonging to Serena, embedded in the new arena, symbolizing the ghosts of that fateful night.
