Geneticist Nathan Sands and his daughter, Nicole, are brought in by the U.S. Navy to develop a new weapon. They design an intelligent shark, named S-11, that features octopus-like tentacles and is controlled by electromagnetic pulses delivered through a device strapped to its head. The project feels like a breakthrough at first, yet the strain of playing with dangerous technology hangs over every decision.
During a test mission, S-11 discards the controlling device and escapes toward Mexican waters in search of food. This setback sets Sands and his team on a mission to recover the creature, so they travel south to Mexico. There, they team up with local fishermen, Andy Flynn and Santos, who work for Sands and help with the hunt. As the pursuit unfolds, S-11 is sighted multiple times, escalating tension as the creature begins killing tourists and locals along the coast.
The situation attracts media attention. Pez, a local fisherman, sends a photo of the creature to a news outlet, drawing in reporter Stacy Everheart and her cameraman Bones. Stacy’s investigation into Sands leads her to conclude that S-11 is the product of a controlled biological experiment. She, Bones, and Pez document the attacks, capturing the brutal reality of the situation and broadcasting it to the public, intensifying the race to stop the monster.
In a dangerous confrontation, Andy and a group of diver friends enter a cave in pursuit of the creature. S-11 launches a brutal attack, killing all but Andy. He, Nicole, and Santos later encounter Stacy, Bones, and Pez; tragically, Pez is killed by the creature, and the group is forced to press on. The chase drives them toward the mainland, where S-11 continues its rampage. Sands and his men arrive and capture Andy, heightening the emotional stakes as the idealistic scientist’s ambitions clash with the real-world consequences of his experiments. Nicole calls out her father, highlighting the ethical risks of advancing the project even as danger closes in around them.
The final pursuit leads to a resort that S-11 is attacking. Nicole devises a plan to disable the creature by weaponizing a device to blow a computer chip inside its brain using her own computer. As the group reaches the resort, tensions peak: Bones withdraws from danger to protect himself, and Stacy and Bones push their limits to document the threat. The danger proves lethal as S-11 destroys Stacy and Bones in their attempt to capture proof.
In the climactic moment, Andy shoots S-11 with the device, while Nicole hacks into the chip and overloads it. The resulting explosion destroys the creature, bringing a harsh end to the immediate threat. Reunited, Andy and Nicole walk away to safety, the coastline quieting behind them as the danger finally subsides.
