In the Forbidden City in 1887, Chon Lin shares a quiet moment over tea with her father, the Keeper of the Imperial Seal. However, the moment turns tense when she mentions her brother, Chon Wang, whom their father dismisses as dead, setting a tone of family estrangement and tragedy.

The peace of the Forbidden City is shattered when Lord Nelson Rathbone leads a group of Boxers in a violent attack. The Keeper is fatally wounded in the assault, and as he dies, he entrusts Lin with a puzzle box and a crucial letter meant for Wang.

Meanwhile, in Carson City, Nevada, Sheriff Chon Wang is making a name for himself by apprehending fugitives. Contrary to the portrayal in a popular book, Wang proves to be a competent and brave lawman, building his own legacy.

Wang receives a package containing the puzzle box and a letter from Lin. The letter reveals the tragic news of their father's death and Lin's determination to track down the man responsible, pushing Wang into a quest across the ocean to help his sister.

Determined to support Lin, Wang travels to New York City to find his former partner, Roy O'Bannon. Despite Roy's current struggles and abandonment of law enforcement, Wang believes he is essential for their mission.

In New York, Wang and Roy's plans go awry as they find themselves involved in a scramble after an encounter with the Mayor's daughters. The chaos unfolds into a brawl with the local police, but their sheer will leads them to stow away to London.

Upon arriving in London, Wang and Roy quickly find themselves targeted by thieves, including the crafty street boy Charlie. Their run-in with the law only complicates matters, leading them to meet Inspector Artie Doyle, who recognizes their heroics.

The nefarious Lord Rathbone fabricates a story of unrest in China, capturing the attention of the British Parliament. Meanwhile, Lin is detained for attempting to murder Rathbone, complicating Wang and Roy's plans to rescue her.

Wang and Roy don disguises to infiltrate a gala associated with Rathbone. There, they discover a hidden passage leading to the treasures of the British Empire and a showdown with Rathbone's guards.

As chaos erupts in the nobleman's house, Lin surprisingly rescues Wang and Roy. However, their escape leads to a vehicular crash into Stonehenge, flipping their plans upside down.

The trio soon finds themselves captured by Rathbone and his Boxers at a pier. During a tense exchange, they confront Wu Chow, who reveals a malevolent plan involving the Imperial Seal and the royal family.

After a daring escape, Wang, Roy, and Doyle utilize their wits to trace the stolen seal back to the Madame Tussauds wax museum. However, they land in trouble again when captured, only to be freed by a now-revelatory Charlie.

With a sense of urgency, the group gears up for the upcoming Jubilee Ball, where they plan to face Rathbone and reclaim the seal. The stakes rise as the royal family will be present, making their mission more critical.

The climax arrives as Wang confronts Wu Chow and Roy faces Rathbone in an intense duel atop Big Ben. The battles are fierce, but their resolve leads to victory as they protect the seal and serve justice.

Post-confrontation, Roy dreams of venturing into Hollywood, igniting a new adventure for their trio. As they ride away with their newfound ally, Charlie, Wang opens the puzzle box revealing a heartwarming message about family.
