An army convoy is ambushed by terrorists who mistake their cargo for uranium, and the convoy’s commander, Major Nick Reynolds Jeff Fahey, soon learns the grim truth: they have stolen a truckload of living frozen biological material instead. At a bustling dockside warehouse, the situation spirals as two frozen Velociraptors and a Tyrannosaurus rex break free, tearing through the attackers with brutal efficiency before the police even arrive, expecting to find drug dealers and instead walking into a scene of primal chaos.
Inside the warehouse, the rescue of a lone survivor turns into a killing field as the dinosaurs systematically cut through the remaining opposition. A special counter-terrorism force led by Colonel Rance Higgins is summoned by General Mercer, and they comb the scene, uncovering body parts and a refrigerated truck in place of the expected uranium. They push through piles of crates, only to lose two members of their unit to the relentless hunt of the carnivores.
From the scientists aboard the investigation, it becomes clear that these beasts are not ordinary predators. Dr. Hodges explains that the dinosaurs have been genetically rebuilt, and that the three surviving carnosaurs—the Velociraptors and the Tyrannosaurus rex—represent the last of their kind. The animals had been en route to a government research facility, and the plan is to capture them alive because of their potential to unlock cures for major diseases.
A huge shipment of meat sits losely on the dock, drawing both the humans and the dinosaurs into a deadly game of bait and trap. The team stages a decoy using the meat as lure, hoping to net the predators. A Velociraptor lashes out and nearly drags Private Polchek away, but is shot down in a tense standoff.
The captured raptor is brought back to base for study. Hodges theorizes about the dinosaurs’ rapid regeneration and even asexual reproduction in the T. rex, ideas that complicate the mission. When the injured Velociraptor awakens, it resumes attacking, and the T. rex makes a dramatic appearance, killing a soldier before slipping away with the raptor to an agricultural transport ship.
Marines, under Captain Rossi, take the ship out to sea, intending to use its coolant system as a weapon to freeze the dinosaurs. Down on the lower decks, the raptors pick off a few more soldiers, and an elevator cable is gnawed through by one of them, causing a brutal crash that leaves the survivors stranded on a lower level. The crew discovers a nest of dinosaur eggs and opens fire, provoking the anger of the T. rex, who decimates more fighters before the team decides to blow the ship to end the threat once and for all.
The T. rex bursts through the ceiling, dragging Rossi and then killing him in a brutal grasp. Hodges and Rance take cover as the dinosaur headbutts their location. Rance hurls an explosive into the creature’s mouth, ending its threat. With time running out, the survivors race to the ocean and leap away as the transport explodes.
Back at port, a lone surviving terrorist is bound and gagged in the back of a police cruiser, only to be stalked by a Velociraptor that suddenly appears outside and closes in.
