Back near Harbor Shores, Canco Industries faces mounting pressure from environmentalists for dumping toxic chemicals into the harbor. When a Canco employee dies in an explosion, Kim Parker, whose father Wade Parker works for the company, alerts the Coast Guard. That night, Kim Parker goes skinny-dipping with friends, and all but one are dragged beneath the surface by the unseen threat. The humanoids imprison the female victims in giant cocoons, using them for mating in a merciless, hidden world beneath the waves.
Wade Parker heads to the Police Station to bail out Matt, the lone survivor who insists they were attacked by a monster. As Canco operatives attempt to eliminate Matt, he and Wade press on, eventually meeting with Dr. Drake, a genetic scientist Emma Samms who reveals the stark truth behind the Army program and the origins of the threat. The attacks escalate, and a local woman gives birth to a humanoid, which escapes into a storm drain, signaling that the danger may be closer than anyone realized.
When the humanoids strike a dockside fair, a dedicated group tracks the creature family back to an underwater cave where the nest sits. After a long, brutal confrontation, the lair is blown up with explosives, seemingly curbing the immediate menace. The following day, authorities run pregnancy tests on the victims, and while most come back negative, Dr. Drake discovers she is the exception—she unexpectedly goes into labor while driving, a chilling sign that the threat could still be active and evolving.
