Under a bridge, a man parking his car with a bold “Happy Now?” sign stumbles upon extortionist Jake Farley lying dead, a scene that instantly unravels a web of secrets. Jake Farley Louis Negin has clearly paid the ultimate price for whatever leverage he held, and the discovery sets off a chain of events that pulls in a former detective and a stubborn defense attorney.
Joe Paris Burt Reynolds, a recently scarred ex-police officer, wakes with a brutal headache, blood staining his shirt, and no memory of the night before. To his shock, the murder weapon at the apartment bears his blood, and he is soon arrested by detectives. Public defender Jenny Hudson Theresa Russell is assigned to represent him, and the two quickly begin to piece together a case that looks both personal and political. Their investigation leads them to a bar where Joe meets Jake’s son, Matt Farley Tom O’Brien. Matt is convinced Joe killed his father, and an employee tells them to leave, setting the tone for a hunt where trust is scarce and danger is imminent. As Joe and Jenny try to stay ahead, they notice what appears to be a police detective shadowing them, forcing them to split up and lose their pursuer in a near head-on collision.
Deborah Quinn Kay Lenz, with whom Joe has been involved, presses her fears upon Jenny. Deborah reveals that her husband, Vincent Quinn Don Granbery, is a violent crime boss who could have played a part in Farley’s downfall. Joe, meanwhile, suspects a former foe, Harry Norton Kenneth Welsh, might still be pulling strings. His search takes him to Norton’s business, only to learn Norton is abroad with his new wife, complicating the web of loyalties even further.
As the courtroom drama unfolds, it becomes clear that Farley was widely disliked and used his own taped conversations as leverage, blackmailing a number of people, including members of law enforcement. The case takes a sharper turn when Jenny is contacted by a convict, Tony Sklar Anthony Sherwood. Sklar claims he has evidence that could clear Joe, but only in exchange for a deal that would shave years off his sentence. Jenny visits him in the infirmary and learns that Norton had hired Sklar to kill Farley and his new wife Celeste, who had previously been connected to Norton before his incarceration. Norton blames Joe for his past troubles, which adds another layer of vendetta to the mounting tension.
Before any deal can be sealed, Norton has Sklar killed in prison, taking away the potential alibi. Joe manages to doctor a tape, convincing Norton that Sklar is still alive, a ruse designed to buy time and expose the predator’s schemes.
