In post‑war London, a routine blast in the quiet streets of Pimcroft erupts into something far stranger when an unexploded WWII bomb detonates and reveals a hidden cellar brimming with artwork, coins, jewellery and an ancient manuscript. The manuscript, authenticated by the eccentric historian Professor Hatton‑Jones, is identified as a royal charter dating back to Edward IV, a document that technically cedes a slice of the neighbourhood to the Duke of Burgundy. Suddenly the otherwise ordinary block of Pimcroft finds itself legally designated as foreign soil, turning the ordinary rhythm of the capital into a surreal diplomatic puzzle.

The British government, caught off guard by the unexpected claim, moves swiftly to reassert authority. It orders the formation of a local governing committee under the framework of the centuries‑old Burgundian law, inviting representatives from both sides to negotiate the odd new status. Among those thrust into the spotlight are P.C. Spiller, the steadfast local policeman tasked with keeping order; Mr. Wix, the pragmatic bank manager who brings a sense of fiscal reason; Arthur Pemberton, the affable shopkeeper appointed as the enclave’s prime minister; and Sébastien de Charolais, the charismatic envoy sent by Burgundy to present the claim. Their disparate backgrounds set the stage for a clash of bureaucratic rigor, community loyalty, and cultural curiosity.

The film settles into a tone that blends the gray austerity of the early 1950s with a wry, almost far‑cical sense of absurdity. The streets of Pimcroft become a microcosm where rationing, paperwork, and lingering war‑time shortages collide with the sudden possibility of newfound privilege.
