Kishan and his younger brother Karan are raised as orphans on the brutal streets of Bombay. To give Karan a chance at a better life, Kishan begins working for Anna Seth, a gangster who runs an oil factory as a front for illegal activity. Karan remains unaware of his brother's dangerous employer as they navigate life in the city.

Karan returns to Bombay after studies in the United States. Inspector Prakash, a friend, knows Anna is a gangster but cannot arrest him for lack of evidence. Anna plots to have Prakash killed during his reunion with Karan.

Kishan arranges an earlier flight to keep Karan safe, but the flight is delayed. During the reunion, Anna's henchmen shoot Prakash, who dies in Karan's arms. The murder reveals the danger surrounding Karan and strengthens Anna's hold on the city.

Paro, Prakash's sister and Karan's childhood friend, believes Karan is responsible for her brother's death. The accusation drives a rift between the two and sets up a future confrontation. The personal cost of the crime deepens the web of loyalties.

Karan learns from Iqbal that Anna is Kishan's boss and orchestrated Prakash's murder. He also learns that Anna burned his wife and developed pyrophobia. He tells Paro that Anna and Kishan killed Prakash, and the two of them fall in love.

A few days later, Abdul is arrested and Karan recognizes him as one of Prakash's killers. Kishan warns Karan not to testify, and Anna's henchmen shoot at him, wounding him. The pressure to stay silent escalates as Abdul threatens Kishan's nurse.

Karan is summoned to identify the assailants at police headquarters, but Abdul extorts his silence by threatening Kishan's home nurse. Rather than testify, Karan decides not to cooperate and instead infiltrates Anna's gang to get close to the crime boss.

Anna tests Karan's resolve by ordering him to shoot Iqbal, who shoots himself so Karan can continue his plan without guilt. This manipulation deepens Karan's undercover position within the organization. The act blurs lines between loyalty and revenge as Karan moves closer to Anna.

The next day, Anna orders Karan to kill rival gangster Musa with his gunman Francis. Karan shoots Francis and then joins Musa, abducting Anna's aide Rama Reddy and bringing him to Musa. He stages Rama and Musa together to convince Anna Rama betrayed Francis.

Karan photographs Rama and Musa together to imply Rama betrayed Anna and shot Francis. He murders Rama on Anna's orders to seal his cover. With Musa's help, Karan then kills Abdul and completes his mission to avenge Prakash.

Karan and Paro marry and plan to leave Bombay together to escape Anna and the underworld. The couple hopes for a fresh start away from crime. Their union represents a fragile beacon of hope amid the city's corruption.

Musa tells Anna that Karan manipulated him while acting against Anna. In retaliation, Anna shoots and kills Karan and Paro on their wedding night. The couple's deaths catalyze the next act of revenge by Kishan.

To avenge his brother's death, Kishan goes to Anna's residence and burns him to death. The act destroys Anna's criminal empire and brings full circle the brothers' quest for vengeance. The film closes on a brutal, cathartic reckoning in the city.
