In the aftermath of the Philippines’ surrender during World II, Japanese forces learn that General MacArthur ordered millions of dollars in silver to be scuttled in Manila Bay to keep it from the enemy. They capture several prisoners, including two U.S. Navy deep‑sea divers, and compel them to locate and retrieve the sunken treasure.
