In 2022, the penal system is run by corporations and prisoners are treated as assets. Robbins is imprisoned for life after murdering his commanding officer following orders to kill innocent civilians in Benghazi. He escapes from two Level 5 maximum-security prisons and is sent to a Level 6 facility.

A fellow prisoner warns him about Absolom, a feared island where the worst inmates are sent. The Warden, convinced Robbins is a threat after holding him at gunpoint, exiles him to Absolom to contain the danger he poses.
