Back on Wall's island, Solaris is tortured by Wall to extract the weapon's operative secret. Suzie is used as leverage and also tortured, while Helm is subjected to a giant shaker device intended to kill him. Solaris eventually yields the essential details under pressure.

On open water a final duel unfolds between Helm and Wall aboard two separate hovercraft. Wall seizes Helm's trick gun, which has a ten-second delay, and fires it at himself in confused bravado. Helm's resourcefulness prevails as he defeats Wall.

With Solaris's weapon neutralized, Helm and Suzie prevent the heliobeam from destroying Washington, D.C. The city is saved as BIG O's global threat is thwarted and Helm completes his mission.
