Kakarla, the Tamil Nadu governor, inaugurates a new open market in Madras. Mallikarjuna, a bomb expert, had planted a device the night before. Minutes after Kakarla leaves, the market area explodes, throwing the government into disarray and exposing a larger conspiracy.

Prabhu, the college union chairman, and his ally Vasanth invite Kakarla to be the chief guest for the college annual day. Prabhu spots Shruti and is instantly attracted to her. Kakarla arrives with his wife and Shruti for the function.

To win Shruti, Prabhu enrolls in Shruti's dance school and begins to learn classical dance. Shruti resents his intrusion and disrespects the classical art. Prabhu's commitment to dance becomes a means to prove his sincerity.

Guided by his father Kathiresan, a police constable, Prabhu practices incessantly to master classical dance. He dedicates an entire month to training and improves rapidly. Shruti watches his progress with a cautious interest.

Shruti refuses to attend Natyanjali if Prabhu comes along, fearing insult to the art. To prove himself, Prabhu secretly enters Shruti's house and performs a dance routine, which impresses her. She agrees to attend Natyanjali, but Kakarla blocks the event due to fears of terrorism.

Unknown to many, Kakarla is secretly an aide of the ruling party and aims to topple the state government. He orchestrates the market bombing to create chaos, and Shruti escapes with Prabhu and Vasanth on a motorbike. He and Malli plot the next bombing at the Nataraja Temple during Natyanjali.

Ajay, a commando, informs Kakarla that Shruti left with two men to attend Natyanjali. Kakarla orders Malli to remove the temple bomb, but Malli suffers an accident en route, breaking his leg. The failed attempt sets off a new chain of events toward the temple.

Shruti reaches Chidambaram for Natyanjali with Prabhu and Vasanth. Malli cannot remove the bomb, forcing Ajay and his squad to intervene. They reach the temple, defuse the bomb, and Shruti is brought back to safety by helicopter.

Kakarla doubts Shruti's virginity, worsening tensions. Shruti meets Prabhu's love and asks him to marry her, but Ajay and his commandos imprison Prabhu and accuse him of planting the bomb. He is tortured as he refuses to confess.

Shruti's family learns of the crackdown and a student strike is organized against Kakarla. An agreement is reached: Prabhu is released, and Shruti is sent to stay with her paternal grandparents in Tadepalligudem until tensions ease.

Prabhu and Vasanth travel to Tadepalligudem to find Shruti living with her grandparents. The family supports their romance, and Prabhu overhears Malli reporting Kakarla's plans. They gather evidence of the conspiracies and escape with it after subduing Malli.

Malli informs Kakarla about the escape with evidence, and Kakarla orders the police to find Prabhu and Vasanth. A plan is made to detonate a bomb at the Government General Hospital during a visit by the Vice President of India, aiming to eliminate witnesses and end the investigation.

Prabhu and Vasanth manage to escape again as Malli plants the bomb. Kakarla tries to kill Malli with a bomb radio, but Malli survives and retimes the device to detonate during Kakarla's scheduled visit. Prabhu races to locate the bomb before it explodes.

Prabhu reaches the bomb and, with Vasanth, helps evacuate patients. After meeting the Vice President, Kakarla is trapped in an elevator with his wife and Shruti. Prabhu locates the bomb and throws it into a river, where it detonates harmlessly, saving lives and ending the immediate threat.

Prabhu and Shruthi reunite after the crisis. Malli sacrifices himself to take down Kakarla with a live wire and dies from his injuries. The lovers' future is secured as order returns to the state and the adversaries are defeated.
