A bureaucratic epic adapting Mikhail Saltykov‑Shchedrin’s novel “The History of a Town.” Using grotesque metaphor, the film surveys Russian history from the Varangian age to the late 20th‑century, following the succession of tyrannical rulers in the fictional town of Glupov. Each chief mirrors past tsars and Soviet leaders, with the population’s death toll rising under each regime.
