After a prison stint and a Welcome Home Party, he rises to No.2 in the Syndicate, consolidating power through loyalty and calculated killings, including the murder of Ernie Porter. His reign ends when the Senate Crime Commission tightens the noose and Black Frankie shoots him dead in front of Teresa.

Paul Moran is the Syndicate boss who fears Joe's rising power and orders Black Frankie to kill him. Moran's position represents the old guard of the crime world, attempting to control a changing landscape. He is ambushed by Joe in Moran's apartment lobby, marking a crucial shift in the balance of power. His death signals the final consolidation of Joe's leadership over the Syndicate.

Ernie Porter is Teresa's younger brother who suspects Joe's involvement in darker deeds. He spends his salary on narcotics and becomes entangled in blackmail against Joe. Joe shoots Ernie to protect Teresa and his own position, illustrating the violent costs of loyalty and control in the criminal underworld. His death foreshadows the demise of those who cross Joe.

Mrs. Sante is Joe's mother, who hosts the Welcome Home Party that signals his return to the neighborhood's respectability facade. She reinforces the family image often used to mask a criminal enterprise and to keep up appearances. Her role highlights the blend of family dynamics with Mob life, where a front of normalcy covers violence and greed.
