Set in 2030, six months after the Laughing Man Incident, Japan shelters three million refugees brought in to ease a labor shortage. Their presence fuels conflict with nationalist “Individualists,” sparking more terrorist attacks. The extremist group Individual Eleven launches a suicide strike that hides a larger conspiracy. Section 9 pursues the mastermind, while Kuze, a surviving member, rises as a charismatic leader of the refugees, intensifying the clash with the government, and Motoko senses a mysterious connection to him.
