In the vibrant cityscape of New York, acclaimed special effects expert Ronald “Rollie” Tyler finds himself entangled in a dangerous game of cat and mouse when his girlfriend Kim’s ex-husband, veteran NYPD detective Mike Brandon (Bryan Brown), seeks his skills to track down a ruthless murderer targeting models. This killer, previously caught but given a lenient sentence, poses an ongoing threat. To catch him, Mike devises a plan to lure the killer with an enticing high-stakes heist at a model’s apartment. As the setup unfolds, Rollie readies the operation using hidden cameras for surveillance. Yet, in a shocking turn, Mike is fatally attacked in the apartment, while Ray Silak, Mike’s superior, takes down the model murderer with apparent ease. The plot thickens as Rollie’s instincts kick in, noting the peculiar detail that only two individuals were present at the crime scene.
The subsequent day finds Rollie, Kim, and her young son Chris mourning the loss of Mike, while collecting his possessions amidst ongoing investigations. They are met with a flurry of police activity, and Silak hands Rollie a concealed camera, theorizing that the murderer could be a corrupt cop. This observation sparks Rollie’s intrigue as he reflects on a conversation with Mike regarding old cases. Concerned for Kim’s safety, Rollie drives her and Chris to her sister’s safe haven, later returning home to examine the recording. What he uncovers shakes him to the core: Silak is seen planting evidence that implicates the model murderer in Mike’s death.
However, this triumph is fleeting when Rollie faces the assassin, who demands the incriminating footage. Amid the tension, Rollie deploys Bluey, an innovative clown robot, in a heart-pounding confrontation, all while awaiting his former detective friend Leo McCarthy for support. Despite Rollie’s best efforts, the killer manages to escape, leaving the special effects artist reeling and determined to bring the culprit to justice.
As the investigation heats up, Leo’s investigative prowess unveils a complex web of unsolved crimes linked to Mike. At his bar, Rollie confides in Leo about Silak’s fixation on a dormant case Mike had previously been monitoring. Their inquiries lead to a precarious rabbit hole, leading them to discover incriminating secrets about Silak’s dealings with a prison inmate named Neely. Rollie goes further, wiretapping Silak’s phone to gather crucial information.
Amid escalating tensions, Leo visits Assistant District Attorney Liz Kennedy, exposing startling revelations about Neely’s compromised testimony. His next move lands him at the prison to confront Carl Becker, who possesses vital intel on a long-unsolved heist involving Michelangelo’s famed gold coins. Connecting the dots, Rollie recalls a file on Chris’s old video game disk labeled “Becker,” which leads him to find Kim, who has returned to work despite the ongoing threats looming over her family.
As things spiral downward, Leo enacts a plan to send essential files to Velez through a modem at the mall, but their mission is interrupted by the killer’s ominous presence, putting Kim’s life in jeopardy. The story takes a darker turn when Leo and Velez celebrate a step forward only to face tragedy as Velez becomes the victim of a drive-by shooting. With circumstances growing dire, Rollie goes undercover to monitor Silak and Neely’s transaction involving the stolen coins at a mansion. Tensions mount as the two criminals approach a significant deal, escalating the urgency to dismantle their operation before it can escalate further.
Midway through this relentless chase, Rollie employs his special effects talent to outsmart guards as chaos unfolds, exploded by betrayals and double-crosses that leave everyone reeling. As Liz turns out to be an undercover player in this dangerous game, the narrative crescendos with intense confrontations and shocking revelations that culminate in explosive action sequences.
In a final confrontation filled with twists, Rollie, disguised as a guard, springs into action just as the stakes reach an unprecedented height. Caught in heated crossfire, they retrieve their fallen friend and the coveted coins from the depths of a watery grave.
