In Mumbai, a priceless diamond is stolen by Rocky [Chunky Pandey], who then reaches out to his London-connected uncle Choksi, who orders him to deliver the gem to his brother Lalwaani in Dubai. A tip-off from one of Rocky’s accomplices reaches Moscow Chikna [Arbaaz Khan], a ruthless weapons dealer and gangster, signaling that the diamond will soon land in Dubai and setting off a tangled web of loyalties, debts, and double-crosses.

Meanwhile, in Dubai, Chobey runs a debt-ridden junk shop and is squeezed by numerous lenders. He pressures his niece Tina Chobey [Ayesha Takia] and her boyfriend Raja [Shahid Kapoor], who poses as Rahul Singh (dead in an accident), to help steal valuable items to ease the pressure. At the same time, J.D. [Zakir Hussain] stands as the most powerful don in the city, staging illegal fights for big bets. He employs Lucky [Vivek Oberoi] and Bob [Suresh Menon] to recruit fighters for these bouts, all while hunting for Payal, a girl trafficked to Dubai who has managed to escape.

Back in India Colony, Munna [Sunny Deol] and his older brother run a garage, and Munna quietly becomes a guardian for Payal, who gradually falls in love with him. The story threads together Brains, Brawn, and Betrayal as Rocky lands in Dubai with the diamond and, with a soft spot for the newest weapons and high-stakes gambling, visits Moscow Chikna. Moscow Chikna offers Rocky a high-tech gun if he can place a bet at J.D.’s counter after being banned, and he also presses Rocky to stake some of his money on a guaranteed tip—an arrangement Rocky is tempted to accept.

Chobey, Raja, Tina, and their ally Puttu Pilot then hatch a plan to kidnap Rocky and seize the diamond from the betting counter in Jumeirah. Their scheme hits a snag when Puttu’s clumsy driving knocks into Rocky’s car, leaving Rocky unconscious. Choksi arrives in Dubai to assert himself, and Lalwaani joins the fray as the clock ticks. G9, the legendary Gunmaster, is quickly drawn into the pursuit and soon discovers Rocky’s location at Chobey’s junk shop, threatening the gang and pressing them to reveal where the diamond lies. G9’s intervention proves decisive, pitting him against Moscow Chikna in a tense showdown that ends with G9 forcing Moscow Chikna to yield the diamond to Choksi.

Raja hatches a disguise-and-steal plan, intending to steal the diamond from Moscow Chikna’s stronghold while G9 and Moscow fight it out. The plan barely survives a run-in with Chobey’s gang and a moment when Chobey’s dog Hajmola swallows the diamond whole, complicating the search. A stray bullet from G9’s gun mortally wounds Choksi, tipping the balance of power and forcing Chobey and Raja to improvise once more.

With G9 hot on their heels, Chobey and Raja try to bluff their way to safety by convincing a pursuing goon that the diamond has fallen into the hands of Payal in India Colony. The goon heads there, while back at India Colony, Payal is found and the threat to the colony is quelled, at least for the moment.

Back at the arena, Munna faces the brutal reality of J.D.’s scheme. He wins the first two rounds, and J.D. orders Lucky to coax him into throwing the third, but the plan collapses when Munna powers through and wins decisively. The fallout is severe: Lucky destroys Munna’s world by beating J.D.’s gang and throwing J.D. into the sea, where the don meets an untimely end.

In the aftermath, Munna and Payal walk down the aisle, and Raja and Tina marry as Lajwanti looks on with quiet contentment. Chobey finally secures the diamond from Hajmola and makes his fortune by selling it, sharing the spoils with Lucky and Puttu, while Lucky donates the majority of the winnings to Munna. The film closes with a wink to the audience as Mike Tyson makes a special appearance during the end credits.
