In Brooklyn in 1930, 6-year-old Georgia Nolan dreams of becoming a firefighter like her father. After her mother dies and her father becomes a tailor to support them, Georgia keeps the dream alive. She trains in secret on the rooftop, with her faithful Dalmatian Ember watching over her.

When Shawn tells her that women aren't allowed to be firemen, Georgia pretends to give up the dream and follows him into seamstressing. She hides her continued training, determined not to abandon the goal. Ember stays by her side as the silent partner in crime.

Over the next decade, Georgia trains in secret on the rooftop, sharpening her firefighting skills while maintaining seamstress duties. She learns discipline and resilience, preparing for the day she can prove herself in the field. Ember remains a loyal companion, watching doorways and rooftops.

In 1940, Mayor Murray asks Shawn to come out of retirement to lead a new young firefighting squad to combat a dangerous arsonist. Georgia decides to help by disguising herself as a man named Joe and joining the team. The city faces a mounting crisis as the threat grows.

Joe meets the other firefighters—Jinn, a fast-loving driver who battles narcolepsy, and Ricardo, a chemistry-minded Spaniard-American. They form a tightly-knit, if mismatched, team under Shawn's leadership. Georgia navigates the camaraderie while concealing her true identity.

A serial arsonist uses purple gas to hypnotize victims and has already caused disappearances among firefighters. The team races to track down the culprit and end his reign of fear. The tension escalates as the threat draws closer to home.

The last concert hall stands under guard as Laura Devine, an African-American opera diva, repeatedly breaks in to rehearse. She challenges Jim Crow norms with her bold defiance, and her presence catalyzes the night’s upheaval. The crowd and crew confront a new, uneasy normal.

Backstage, Pauline reveals herself as an aspiring chemist who wants to create special effects. Joe's unmasking forces a reckoning about dreams and revenge. Pauline's resolve hints at a longer plan to reshape her future.

In what might be their final hours, Joe reveals her true identity to Shawn, and he confesses he couldn't save a couple in a fire 16 years ago. He handed their newborn daughter to safety and promised to protect her, a promise that complicates Georgia's choice to fight fires. The exchange deepens her resolve to pursue her calling regardless of risk.

With the truth out, Shawn and Ember help release the hypnotized firefighters and break the arsonist's spell. Georgia seizes the moment to confront Pauline and halt her revenge plot. The team regains control as the threat begins to fade.

Georgia openly declares her dream of being a firefighter and steps into the role she has long fought to claim. She confronts Pauline to end the sabotage and protect her new comrades. Ember stays by her side as she begins real service at the station.

Pauline is arrested, ending the immediate threat and clearing the way for Georgia to serve openly. Georgia is welcomed as a true firefighter at the station, finally living out her dream alongside Ember. The squad learns to reckon with the challenges women face in the profession.

The end credits reveal that female firefighters weren’t paid equally, a disparity that persisted until 1982. The film thus acknowledges an ongoing struggle for equality even as Georgia's dream becomes real. The message lingers beyond the screen.
