Ten months ago at the Yatsugatake mountain range, Inspector Yamato Kansuke was shot near his left eye while pursuing Mikuriya Sadakuni, a suspect in an old gun store robbery case. The incident occurred during a police chase, leading to Yamato being caught in an avalanche, which he miraculously survived despite injuries and memory loss. This event sets the stage for the unfolding mystery surrounding the case.

Following the avalanche, Yamato Kansuke is rescued but suffers injuries, including damage to his left eye. He retains partial amnesia about the incident, which hampers his recollection of the events that transpired during the chase. This injury and memory loss impact his ability to pursue the case further.

In the present day, Yamato and Detective Yui Uehara investigate a break-in at the Nobeyama radio observatory. This event is part of the larger series of incidents linked to the ongoing investigation into the crimes connected to the initial robbery case and the mysterious activities involving high-tech intelligence.

Kogoro is contacted by his former police colleague Koji Sametani, who shows interest in meeting Kogoro in person. During their meeting, Sametani is unexpectedly shot and killed, which intensifies the investigation and raises suspicions about the involvement of undercover agents.

Kogoro joins detectives Sato and Takagi in Nagano to uncover more clues about the murder of Sametani and the ongoing case. Their investigation reveals links between the suspects, including connections to past crimes and undercover operations.

In Nagano, the police meet with Yamato Kansuke and Yui Uehara, along with other officers, to discuss recent ambush attempts and the suspicious activities in the mountain range. These encounters highlight the dangerous environment and ongoing threats faced by the investigators.

Police uncover that Maki Funakubo, a former biathlete, committed suicide after injuries sustained during the robbery incident. Her father, Eizo Funakubo, is interviewed, exposing personal stakes and the tragic consequences of the case.

Conan deduces that some police officers, including Hayashi Atsunobu, are undercover agents for the Public Security Bureau, involved in covert operations. Tensions rise as the investigation points toward espionage and manipulation within the police force.

Yui, Kansuke, and other officers are ambushed multiple times on the mountain. Morofushi plunges into freezing water trying to protect Kansuke, and an avalanche is triggered during the chaos. Kansuke is reported dead after being unable to find shelter in time.

It is revealed that Takashi Otomo is actually Takashi Washizu, the escaped suspect from the robbery case who was believed to be dead. His involvement is linked to the attempts to manipulate the criminal investigation using dangerous devices.
