The film draws inspiration from the real-life Dagdi Chawl in Mumbai, a notorious location for gangster activities during the late 20th century, particularly the 1980s and 1990s. It prominently features Arun Gawli, infamously known as 'Daddy,' who transitioned from being a gangster to a political leader.
The narrative takes its roots in 1996, amid rampant gang violence shaking the streets of Mumbai. Chandrakant Parab, more commonly referred to as Chandu Mama, emerges as an extortionist working under the aegis of Daddy, the formidable don of Byculla, who manages his operations from Dagdi Chawl. As Daddy gears up to compete in the forthcoming elections, he sets his sights on eliminating rival candidates, leading to a violent altercation where Chandu threatens a former MLA during a gunfire exchange that results in the deaths of both the bodyguard and the driver. Unimpressed and angered by Chandu’s recklessness, Daddy instructs him to go into hiding for a while. At this juncture, Daddy’s attorney, Godbole, known as Kala Coat, raises a pertinent question about who will manage the extortion duties in Chandu's absence, just as a young man arrives at Dagdi Chawl.
Simultaneously, DCP Khan steps in to oversee an investigation into the escalating gang violence. He learns about a new figure in the Byculla gang who is noted for his calm demeanor and a pristine background devoid of any criminal records. This newcomer is none other than Suryakant Shinde, or Surya, the son of one of Khan’s principled subordinates. Khan reflects on how he had come to know Surya initially.
The backstory unfolds six months prior when Khan sets a trap to apprehend members of the Ansari gang. A shootout ensues where one of the gangsters is shot by Inspector Kale, notorious for his lethal encounter methods. As the police pursue the second criminal, Surya showcases his bravery by rescuing a girl held hostage. Khan admires Surya's quick thinking and valor. Later, during the vibrant celebrations of Ganesh Visarjan, Surya's Ganesh mandal faces opposition from Sattar Memon, a local strongman who seeks to hinder the procession. Surya confronts Sattar, overcoming his henchmen decisively.
Following these events, Surya is beckoned by Kala Coat to secure protection money from a builder named Desai. Although Surya resolves this issue efficiently, Desai retaliates by filing a police complaint. In a twist of fate, Khan directs Surya's arrest, but Inspector Kale intends to stage a fake encounter to eliminate him. Just in time, Khan intervenes, chastising Surya for veering into crime, especially as a cop’s son. He extends an offer of assistance, urging Surya to recount the last six months that led to his current predicament.
Surya, a lower-middle-class mechanic hailing from Abhyudaya Chawl, had been living a modest life following his ITI training, alongside his friend Mukesh. His romantic aspirations involve his neighbour Sonal, whom he proposes to marry. This blissful chapter takes a darker turn when a group of local thugs harasses Sonal during her birthday celebration, prompting Surya to take a stand and retaliate. The ensuing chaos leads to both families being distressed, with Sonal’s parents sending her away to Nashik for safety. Heeding Mukesh’s advice, Surya decides to lay low in Mahabaleshwar. Under the cover of night, Surya and Sonal embark on a bus journey, only to be ambushed by Chandu’s henchmen, resulting in Surya stabbing Chandu in self-defense.
In the following days, Surya’s life further spirals when he discovers his father has been murdered. During his father’s funeral, Chandu, along with his gang, targets Surya once again. Surya defends himself successfully and escapes amidst the chaos. Soon after, Inspector Kale deploys police surrounding the chawl to capture him. Mukesh, trying to help, introduces Surya to a local corporator, Rane, who connects them with Raju Nepali, a mediator in the city’s criminal underbelly. Raju apprises Daddy about Surya, initiating a complex relationship.
Daddy meets Surya, who recounts his harrowing tale. After some deliberation, Daddy reprimands Chandu for his ineffectiveness but also recognizes Surya’s fierce loyalty could pose a threat to his reign. As a test of skill and resolve, Daddy tasks Surya with collecting money from Neminath Shah, a jeweler. Surya adeptly utilizes his knowledge of Shah’s murky dealings to extract the funds but is soon detained by Inspector Kale, who tortures him for information. Remarkably, Surya remains tight-lipped, revealing his steadfast loyalty.
Eventually, Surya learns the truth about Kale's real allegiance and decides to join Daddy’s crew, marking the beginning of his deep involvement in the criminal world. As events unfold, Surya is drawn deeper into the throes of daily gang activities, including dealing with extortion and collating funds for Daddy's campaign.
As the plot thickens, DCP Khan approaches Surya, imploring him to provide testimony against Daddy for Desai’s complaint. However, Surya stands firm, citing Daddy's protection over his family. In a fateful turn, Khan reveals a conspiracy to assassinate Daddy during his last election rally. After some investigations, three suspects emerge, yet a more insidious fourth party swings into the picture—Inspector Kale.
During the tumultuous rally, Surya, assisted by Khan’s team, manages to apprehend the suspects, unveiling Kale’s betrayal. Surya ultimately corners him, leading to a frank confession from Chandu regarding his treachery that culminated in the death of Surya’s father. The climax escalates as Surya overcomes both Chandu and Kale, receiving a gruesome order from Daddy to execute them. Ultimately, Surya follows through, parting ways with Daddy under the promise of future assistance should the need arise.
Upon returning to Abhyudaya Chawl, Surya finds that despite stepping away from direct crime, the shadows of his involvement will forever linger in his life, marking a poignant end to his tumultuous journey.
