Johnny Van Owen is a charismatic rapper who travels from city to city, performing alongside his crew and a talented club background singer while delivering a lively rendition of “Cool as Ice (Everybody Get Loose).”

During a stop in a quaint town, Johnny encounters honor student Kathy Winslow and quickly becomes infatuated with her. However, the crew finds their journey interrupted when a motorcycle malfunctions, leaving them stranded as repairs are made at a local shop. This unexpected delay gives Johnny a chance to spend time with Kathy, despite her existing relationship with a boyfriend named Nick, whom Johnny somewhat heartbreakingly advises her to leave behind.

Determined to make an impression, Johnny and his crew crash into a local club that Kathy frequents. Recognizing the crowd’s disinterest in the live music, they seize the moment and take over the stage, performing “People’s Choice.” The performance catches everyone off guard, leading to a stunning finale where Johnny sweeps Kathy off her feet, unintentionally humbling Nick in the process.

Despite the spark between them, Kathy declines Johnny’s offer to drive her home and walks alone. Little does she know, she’s being followed by two suspicious men, but Johnny comes to her rescue and sees her safely back. Unfortunately, their reunion is marred by Nick and his friends, who vandalize the motorcycles of Johnny’s crew. A confrontation ensues, resulting in Nick ending up in the hospital with a broken nose, a grim reminder of the altercation.

Ignoring her father’s stern warnings, Kathy takes a joyride with Johnny, racing around town, which only enrages Gordon further. In a moment of vulnerability, Gordon reveals his own troubled past—previously a police officer who had to keep his identity hidden after a run-in with corrupt police officers. This revelation adds strain to Kathy’s trust in him, especially when she feels her father’s protective instincts are unfairly limiting her freedom.

The following day, Johnny gives Kathy’s younger brother Tommy a thrilling ride on his bike. This innocent outing takes a dark turn when Tommy is kidnapped. As Johnny’s crew prepares to leave once the bike is fixed, he receives a message intended for the Winslow family, hinting at the dire situation involving Tommy. Gordon, in a panic, wrongly assumes Johnny is involved in criminal activities, much to Kathy’s dismay.

Heartened by his desire to rescue Tommy, Johnny discerns the kidnappers’ location through a clue from a tape left behind. He and his gang orchestrate a daring ambush at a local construction site, ultimately rescuing Tommy just in time. With the police on the scene, Johnny manages to return the boy safely home, prompting Gordon to apologize for his earlier assumptions about Johnny.
