Case Closed: Zero the Enforcer

The movie begins with the city of Tokyo preparing for an important Summit Meeting at the newly built Edge of Ocean resort and convention center on the shores of Tokyo Bay. The event is a major international gathering that is important for diplomatic and economic reasons. Tensions rise as the city gets ready for the conference amidst the bustling urban environment.

Just before the Summit begins, a devastating explosion erupts in one of the Edge of Ocean buildings, resulting in significant damage. The blast causes multiple casualties, including deaths and injuries among Public Security Bureau personnel like Toru Amuro and Yūya Kazami. The explosion introduces the central mystery of the attack and sets the plot in motion.

Investigators find a fingerprint at the explosion site that matches Kogoro Mouri, and evidence from his computer further implicates him. This overwhelming evidence leads to Kogoro’s arrest, creating a tense situation for his family and allies who believe in his innocence. The case appears to be a clear-cut act of guilt at this stage.

Ran Mouri and her allies desperately look for legal representation for Kogoro. They find Kyōko Tachibana, a freelance lawyer willing to defend him in court. Their hope is to uncover the truth and prove Kogoro’s innocence amidst mounting evidence against him.

The Office of the Attorney-General assigns prosecutors including Makoto Kusakabe to pursue the case against Kogoro. Evidence points towards Kogoro’s involvement in the explosion and cyber-attack, with investigations revealing connections to IoT devices and remote manipulation through networks like Nor. The legal process gains momentum, heightening tensions.

On the day of the conference, various IoT devices in the city start malfunctioning randomly, causing electrical shorts, fires, and chaos. These disruptions are traced back to remote manipulation through hacked devices, indicating a coordinated cyberattack linked to the explosion event. The city's infrastructure is severely impacted.

It becomes evident that Kogoro was in Tokyo Penitentiary at the time of the explosion, making his involvement impossible. As the case against him collapses, suspicion shifts towards a different culprit. The evidence against Kogoro is dismissed, shifting the focus of the investigation.

Conan Edogawa uncovers the truth behind the explosion and IoT chaos— the real perpetrator is Makoto Kusakabe, the prosecutor supervising the case. Kusakabe’s motives involve revenge against the Public Security Bureau and a personal history linked to Haba Fumikazu, an associate presumed dead after a police interrogation.

Kusakabe takes control of the unmanned missile capsule Hakuchō, intending to crash it into the Tokyo Metropolitan Police building as an act of revenge. His hacking causes power blackouts and further IoT disruptions across the city, forcing evacuations at the Edge of Ocean and widespread chaos.

Working with Ai Haibara, Dr. Agasa, and the Detective Boys, Conan develops a plan involving a drone to remotely detonate the missile capsule near its launch point. Their quick thinking aims to prevent disaster as Kusakabe struggles to maintain control over the missile.

Toru Amuro and Conan team up to shoot a projectile that deflects the missile, causing it to fall harmlessly into Tokyo Bay near the Edge of Ocean. The successful interception saves countless lives and prevents catastrophic damage to the city.

With the missile safely destroyed and the IoT chaos resolved, the city begins to recover from the treacherous attack. Law enforcement works to stabilize the city, and Conan’s team is praised for their bravery and ingenuity in averting disaster.
