In 1776, a mulatto sailor is marooned on a remote island after assaulting the wife of pirate captain Nathaniel Clegg. He survives the ordeal and is left to fend for himself, his fate tangled with the legend of Clegg. This act seeds a vendetta and connects to the coastal town of Dymchurch years later.

By 1792, Clegg is reportedly captured by the Royal Navy and hanged. His resting place becomes the coastal village of Dymchurch on Romney Marsh, giving rise to legends of the Marsh Phantoms. The village braces for renewed clashes tied to smugglers.

The Marsh Phantoms—the villagers on horseback—ride by night, bringing terror to the countryside around Dymchurch. They blur the line between folklore and danger as smugglers operate in the shadows. Their presence foreshadows the coming confrontation.

Captain Collier and his band of sailors arrive in Dymchurch to investigate reports of alcohol smuggling from France. They are accompanied by the mulatto, whom Collier saved years earlier and keeps as a slave. The intrusion threatens the smugglers' operation and the village's fragile peace.

At Rash and Imogène's ale house, the sailors ransack the premises and uncover a hidden cellar. The cellar connects by a secret passage to Jeremiah Mipps's coffin-maker's house, the smugglers' headquarters. The discovery exposes the scale of the smugglers' operation.

That night, the smugglers move a consignment to a windmill for onward shipment, triggering a pursuit by Collier's men. Squire's son Harry is wounded in the arm, adding a personal stake to the clashes. The operation teeters on collapse as the net tightens.

Rash kills one sailor to prevent exposure of the smugglers' operation, freeing the mulatto to act more freely. The mulatto heads toward the churchyard to break open Clegg's grave and uncover the truth behind the pirate's legacy. The tension between characters deepens.

In the churchyard, the mulatto breaks open Clegg's grave, triggering a flood of revelations. Collier grows suspicious of Blyss, sensing that the parson and the smugglers hide more than they admit. The unearthing of the past intensifies the conflict.

At Blyss's house, Rash discovers Clegg's last will and testament, revealing that Imogène is Clegg's daughter. Blyss and Harry admit they already knew, complicating loyalties and fates. The revelation ties Imogène to a dangerous family history.

Harry is arrested by Collier and taken aboard his ship as a hostage. He later braces for escape as tensions rise aboard the vessel. The hostage situation heightens the clash between the pirate legacy and the naval invaders.

The Marsh Phantoms appear again, distracting the sailors and enabling Harry to slip away. The villagers' masquerade demonstrates their willingness to intervene in the conflict for Imogène's sake. The deception reshapes the pursuit.

Phantoms escort Harry and Imogène to the church, where they are hurriedly married by Blyss before leaving to start their life together. The disguise buys time for the couple but intensifies the clash between locals and intruders.

Clegg makes a bid for escape with Mipps through a secret passage from the coffin-maker's house. They encounter the mulatto, who murders Rash and fatally impales Clegg with a spear before Mipps shoots him dead. The smugglers' operation crumbles in a brutal showdown.

In the closing scene, the villagers watch as Collier and the sailors salute. Mipps sorrowfully places Clegg's body in the open grave, bringing the tale to a somber, communal close. The village reflects on the consequences of reliance on fear and law alike.
