Max Ballister is gunned down while leaving a romantic dinner in Los Angeles. He believes the call is from his informant, but the ambush is fatal. The murder sets off a chain of investigations and personal vendettas.

Simon, Max's father and a martial arts expert, moves into the neighborhood to investigate his son's death. He leaves his family behind and begins to uncover the gangs' activities around Los Angeles. His presence signals the start of a personal vigilante pursuit.

As he investigates, Simon aggressively targets gangsters, leaving a trail of beaten and dead bodies. His methods draw attention from both rival gangs and corrupt elements within law enforcement. The violence escalates as he closes in on the network behind the murder.

Gary Morrison, the informant, provides Simon with a lead on El Chivo, who runs many of the booking joints tied to Max's cases. The private club of El Chivo becomes a focal point for the investigation. Simon begins closing in on the gang network.

At El Chivo's private club, El Chivo hints that Tucker ordered the hit on Max. He implies a broader conspiracy involving the East Side and Hyde Park factions. The revelation sharpens Simon's pursuit of the culprits.

East Side Gangsters chase Simon by car, trying to force him off the trail. Simon forces them to crash and, after the pursuit, interrogates Isaiah Morrison, Gary's brother, who admits Tucker sent them. The confession ties Tucker to the murder plot.

The next morning, Simon saves Gary from a group of racists. He questions Gary about Isaiah's involvement, but Gary remains silent. Before parting, Simon plants a tracking device on Gary.

Using tracking devices and electronic gear, Simon eavesdrops on a warehouse meeting between the gangs. He overhears a burst of gunfire and plants more trackers to follow the moves. The operation reveals the depth of the network against him.

At the warehouse, El Chivo's gang is found dead, the work of dirty cops in Shaw's pay. Tucker and Shaw then take the drugs and money, consolidating power. The killings advance the plan to seize control from the Hyde Park and East Side gangs.

Simon tracks Tucker and Shaw to another warehouse and breaks in, discovering cocaine. Tucker's men follow Simon back toward Park's liquor store, where Simon's apartment sits. He tells Alice to hide as the danger closes in.

Simon eliminates the intruders inside and outside Park's liquor store, escorting Alice to safety. Tucker shoots Simon and wounds him, but the assault continues as Tucker escapes. The counterattack demonstrates Simon's drive to dismantle the operation.

Alice helps get Simon to USC Medical Center for treatment of his wounds. The vigilante effort continues even as his body heals. The medical stop becomes a brief pause before the final revelations unfold.

The next day, Simon goes to Isaiah's and Gary's houses, beats Isaiah up, and finds the murder weapon. Gary finally speaks and confirms that Shaw is behind everything, including Max's murder. The truth tightens the noose around the conspirators.

That night, Shaw and Tucker meet with a New York drug dealer at a warehouse. Simon arrives and begins killing Shaw's men, culminating in a furious confrontation. He chokes Shaw to death; Tucker arrives with a gun, but Simon disarms him and lets him go, earning Tucker's grudging respect.
