In a high-stakes start to a sprawling corruption case, a magistrate named Poulgrain dies by his own hand in a car filled with exhaust fumes, but in a desperate moment he unleashes the handbrake and drives the vehicle into a busy shopping center. There, the scene turns tragic when two aggressively confident detectives, Ben Kinnear and his best mate Mike Paddock, from the high-profile Zero Tolerance Unit (ZTU), open fire on the lifeless body. The aftermath is swift and brutal: the pair are disgraced and demoted back to ordinary uniform duties, their once-celebrated blitz against crime now a punchline in a public relations nightmare.

Their troubles compound when they visit the magistrate’s widow, Eleanor Poulgrain, only to cause a fire that destroys her home. The case grows messier still when Julie Bale, a sharp journalist and former police officer who once partnered with Kinnear, is arrested for blackmailing the magistrate. Kinnear’s suspicions are fanned by a clue—a computer disc found in the dead man’s car that appears tampered with by unknown hands. The investigation spirals as his superior, Gillespie, questions the officers in charge of the Poulgrain case, Wicks and Pendlebury, about what happened to the original disc. In a brutal, chaotic turn, Wicks murders Gillespie and Pendlebury and wounds himself, rearranging the crime scene to mislead investigators into thinking Pendlebury fired first.

Suspended by the newly returned ZTU chief, Ted Pratt, Kinnear and Paddock press on with the help of IT specialist Northey, Northey. They break into the police data unit and copy the original file, but Pratt and Wicks close in before they can escape. The file’s altered contents implicate Kinnear in corrupt activities, casting a pall over everything they’ve fought for. An assassination attempt nearly destroys Paddock’s home, and the two detectives are captured by Wicks and his cohorts, facing Pratt—the very man pulling the strings as the ringleader of the conspiracy. The grim truth emerges: Julie Bale is innocent, used as a scapegoat due to her investigative reporting, and Poulgrain—though involved in the corruption—had threatened to go public and was manipulated into taking his own life by Pratt’s blackmail.

Rescued by Northey, Kinnear and Paddock rally to one last gambit: they corner the Premier of Victoria, Premier Lionel Cray, outside his office and intercept a crucial phone call between Cray and Pratt that reveals deep-rooted corruption. They record the conversation and seize an opportunity to bargain for Bale’s safety, abducting Cray and transporting him to a remote road near Melbourne with Bale held hostage to secure the exchange.

What unfolds is a tense standoff that tests loyalties and judgment. Bale makes a decisive move, grabbing a concealed pistol attached to Cray, while Paddock trains an assault rifle on Pratt and Wicks, who are protected by a motorcade of armed officers in a waiting van. Pratt finally surrenders, and his cronies, along with Premier Cray, are arrested for corruption. In the wake of the operation, Kinnear and Paddock are reinstated and promoted, and the rekindling romance between Kinnear and Bale is reignited, signaling a hard-won sense of justice restored and a tainted system momentarily put to rights.
