French filmmaker Paul Vecchiali stars as a version of himself, battling bureaucracy to finish a drama about a young couple plagued by the man's drug addiction. Penniless, he seeks funding from the National Cinema Center, which repeatedly rejects his script. Enraged, he and his crew plot to murder the nine board members, yet the media and public respond with bewildered amusement rather than outrage, satirizing the uneasy ties between art and state patronage.
