The public reaction is swift: a recall election is called, and Ward emerges as the new challenger to the corrupt mayor, sweeping public opinion in his favor.
Tragedy strikes when Ward is murdered by Dolan, who administers a fatal injection. In the chaos that follows, Steve, initially exasperated by Torchy’s interference, jokes by writing Torchy’s name as the new candidate. To his surprise, Torchy mounts a serious campaign and begins to lead in the polls. Dolan’s men kidnap Torchy, drugging her to keep her quiet. Steve, aided by Gahagan, tracks down Dolan’s hideout and engages in a brutal confrontation to rescue Torchy.
