Torchy Blane Glenda Farrell launches a sharp run of articles accusing Mayor John Saunders Charles Richman of colluding with the crime boss Dr. Dolan John Miljan and his illegal activities. Relying on information filtered through the mayor’s office and a listening device, Torchy digs into a dangerous web of payoffs and corruption, presenting a picture that doesn’t quite fit the official line. Her persistence puts her in the sights of powerful foes, and her determined reporting begins to shake the city’s faith in its leadership.
Steve McBride Barton MacLane, Torchy’s detective boyfriend, worries that her aggressive exposés are putting her in harm’s way. Dolan, furious at the continued exposure, urges his allies to withdraw advertising from Torchy’s newspaper and pressures the editor to drop her stories. Torchy remains undeterred, convinced that the truth is worth the risk and that the people deserve to know who runs the city behind the scenes.

Refusing to quit, Torchy seeks other outlets and finally crosses paths with Hubert Ward Irving Bacon, a small-time publisher who decides to print the story. With Ward’s backing, Torchy distributes the revelations around the city, aided by Gahagan Tom Kennedy. The public reaction is swift: a recall election is called, and Ward emerges as the new challenger to the corrupt mayor, sweeping public opinion in his favor.
Tragedy strikes when Ward is murdered by Dolan, who administers a fatal injection. In the chaos that follows, Steve, initially exasperated by Torchy’s interference, jokes by writing Torchy’s name as the new candidate. To his surprise, Torchy mounts a serious campaign and begins to lead in the polls. Dolan’s men kidnap Torchy, drugging her to keep her quiet. Steve, aided by Gahagan, tracks down Dolan’s hideout and engages in a brutal confrontation to rescue Torchy. A half-dozen police arrive to arrest the surviving conspirators, but Dolan makes a last attempt to escape in Gahagan’s police car, only to be killed when the vehicle explodes.
In the end, Torchy wins the mayoral race, but a candid moment with a baby for a photo makes her realize she doesn’t want the office after all. She decides she would rather marry Steve McBride than hold public power, choosing love over politics as the final note of her remarkable crusade.
