A newly elected mayor, a former lawyer, vows to purge the city of the entrenched corruption that defines it. But the political machine that secured his victory is the source of that rot, forcing him to confront the system that put him in power. He soon learns that dismantling the network means battling former allies, and his reform agenda threatens the very people who helped him win.
