The town's political boss, Luke Starr, rules Rimrock with his henchmen. When a would-be defector seeks help from Roy Carlin, Starr spots the meeting and orders the killing of both men. The killers spread a cover story that the two shot each other in a gunfight.

Roy Carlin's brother, Jess, is a former Texas sheriff living in semi-retirement with his girlfriend in Mexico. He has a price on his head for unstated crimes in the United States, but earns money by capturing fugitives and turning them over to American lawmen who return them across the border.

When Jess learns of his brother's death, he renounces his quiet life to bring the killer to justice, knowing Roy never carried a firearm. He resolves to track down the perpetrator and expose him to the law.

On the way to Rimrock, Jess is ambushed by bounty hunters and has to escape without his saddle. The encounter underscores the danger he faces and the urgency of his mission.

He stops at a ranch he believes is unoccupied and leaves money for a saddle. The owner, Sandy, holds him at gunpoint but changes her mind after discovering the payment is four times the saddle's value.

Riding into Rimrock, Jess tries to learn more about his brother's death. The town's new editor asks him to stay and help eliminate Luke Starr and his gang, offering a chance to bring the truth to light.

Jess explains that when he was a sheriff in the same town where Roy edited the paper, they cleaned up the town but later discovered the replacements were worse, highlighting a cycle of corruption that must be broken.

After fist and gun fights, Jess begins to challenge Starr's gang and push toward gathering actionable proof. The skirmishes reveal Starr's grip on Rimrock and set the stage for a larger confrontation.

Jess finds a decorative concho that Sandy identifies as one from Luke Starr's gun belt, a tangible link to the killing. The discovery provides a crucial, physical piece of evidence tying Starr to Roy Carlin's death.
