Snow Miser explains that he cannot provide snow for Southtown because the town lies within the domain of his step-brother Heat Miser. The two weather beings have strict boundaries over their respective territories, preventing Snow Miser from acting alone.

The territorial conflict between the weather brothers is established early when Mrs. Claus first approaches Snow Miser.

Ignatius 'Iggy' Thistlewhite is a thoughtful young boy living in Southtown who meets Santa when he arrives in disguise as Klaus. After Santa leaves to rescue Vixen, Iggy figures out Santa's true identity and pledges to help the elves, assisting them in negotiating with the mayor to release Vixen.

The mayor agrees to release Vixen from the town pound only if Jingle, Jangle, and Iggy can conjure a snowfall for Southtown. This condition becomes the driving goal for the elves, as proving snow is possible also demonstrates that Christmas magic still exists in the town.
