In the bustling city of Center City, a surge of criminal activity has taken hold, bringing chaos with a series of violent crimes including a nightclub holdup that ends in murder and a daring bank robbery that results in a guard’s death. The police and FBI are on high alert, trying to piece together the puzzle behind these violent acts. The story begins with a team of FBI agents, led by Inspector George A. Briggs, meeting with local law enforcement officials, including police chief Bernard Harmatz and police commissioner Ralph Demory. One of the early suspects, [Robert Danker], claims he was falsely accused and insists he has no involvement in either of the murders or the bank heist. After intense interrogation, FBI laboratory tests in Washington clear Danker of any wrongdoing, suggesting he is innocent. Tragically, Danker is later found murdered, stabbed to death after being released on bail by an alias, “John Smith”.

To infiltrate the criminal gang responsible, FBI agent Gene Cordell is sent undercover. He begins his operation by traveling into Center City and renting a room at the same “Skid Row” hotel where Danker stayed. Across the street, fellow agent Cy Gordon does the same, establishing a presence in the area. Using the alias George Manly, Cordell immerses himself by visiting a local gym and challenging one of the boxers in training. His bold move draws the attention of the gym owner, Alec Stiles, who offers Cordell cash if he can prove himself by lasting against the boxer. Cordell impresses Stiles, who then pays him.

Later, in a nearby arcade, Cordell updates Gordon about his activities. During their discussion, he reveals that his Social Security card was stolen while at the gym, adding a layer of danger to his undercover work. Soon after, police officers arrest Cordell for allegedly breaking into a jewelry store where his stolen card was found. The FBI had fabricated his record to protect his cover, and “John Smith” bails him out, revealing himself as Stiles. Stiles, after acquiring a copy of Cordell’s false FBI record through police channels, is sufficiently impressed and considers inviting him into his organization.

Meanwhile, Cordell reports back to Briggs on a ferry, convincing the agent that Stiles and his gang are likely behind the recent killings and robberies. Stiles plans a major robbery at a wealthy mansion, but tensions rise when he has a heated argument with his wife Judy, played by Barbara Lawrence. The FBI and police prepare for the ambush based on intelligence provided by Cordell, but Stiles, who has an inside informant within the police, gets wind of the plan and calls off the job.

Determined to gather evidence, Cordell fires a shot from Stiles’ stolen Luger pistol, shooting a bullet that he later tests for fingerprints. Stiles becomes suspicious after discovering the gun was fired and learns from his informant—later revealed to be Police Commissioner Demory—that his gang has been compromised. Stiles then confronts Demory, asking him to have his gun tested, and soon suspects that the police chief is working against him. As the tension escalates, Stiles’ henchmen, Shivvy and Matty, take Cordell to see Stiles. Gordon follows, keeping a close watch.

Inside a factory, Shivvy discovers and stabs Gordon, a dangerous attack that leaves Gordon critically injured. Before succumbing, Gordon manages to send a message to Briggs with his location. Stiles, meanwhile, plans to frame Cordell, intending to have him killed and Demory’s officers implicate him falsely. However, the FBI intervenes just in time, arriving with backup and a combative chase ensues through the factory. The final confrontation concludes with Cordell cornering Stiles and shooting him dead, ensuring justice is served. As the authorities apprehend Demory, the story closes with Gordon being neither fatally wounded nor in danger, suggesting a narrow escape and the resolution of the gang’s reign of terror.
