An international drug-smuggling racket plants heroin on unsuspecting American tourists traveling from Asia, so that the dope can pass through customs undetected. A killer, Dancer Eli Wallach, led by his mentor Julian Robert Keith, and their driver McLain Richard Jaeckel then gather the contraband under the watch of a shadowy mastermind known only as “The Man.” Lt. Ben Guthrie Warner Anderson leads the police hunt for the criminals, while the organization’s reach seems to stretch beyond what the street crews perceive.

An American tourist disembarking in San Francisco from a cruise ship returning from Hong Kong has his bag stolen by a porter, who hurls the bag into a cab. The cab speeds away, and a police officer is fatally shot when the fugitive tries to escape, while the cab crashes and the driver dies as well. A police investigation quickly uncovers that the cabbie was a heroin addict working for a smuggling ring, thrusting the city into a tense race to trace the shipment. In the ensuing chaos, Dorothy Bradshaw Mary LaRoche and her young daughter Cynthia Cheryl Callaway become unwitting players in a game that could threaten their lives, and the clock begins to tick toward a fateful drop point.

Dancer and Julian have precise instructions to retrieve the heroin from the tourists and deliver it to a drop point at Sutro’s Museum, where the bag containing the narcotics is to be left inside an antique ship’s binnacle. The plan hinges on a timely departure by 4:05 pm, and the duo eliminate anyone who might expose the scheme. They kill a seaman who demands a share and a suspicious servant who refuses to surrender a drug container. When they discover that Dorothy Bradshaw and her daughter Cynthia unknowingly disposed of a portion of the heroin, they realize that dropping the full bag would be impossible without arousing suspicion and danger for themselves. They improvise by kidnapping Dorothy and Cynthia to back up their story and keep the operation afloat, dragging two innocent lives deeper into a criminal maze.

Back at Sutro’s, Dancer meets The Man in a wheelchair, a revelation that unsettles him and shatters the criminals’ assumption of control. The Man’s chilling line—“nobody ever sees me”—marks a turning point, and when Dancer confronts him, the mastermind’s fate becomes sealed. The encounter ends with The Man being pushed off a balcony, a moment that seals the power dynamic between hunter and hunted and exposes the fragility of the syndicate’s hierarchy.

As the police tighten the net, a high-speed pursuit erupts around The Embarcadero. The getaway car is cornered near a barrier on the Embarcadero Freeway, and in a desperate bid to escape, Dancer shoots his accomplice to death and uses the hostage to threaten survival. The climactic chase culminates with a deadly volley of gunfire, and Dancer is shot by the police, tumbling from the car and meeting a fatal end. In the end, the schemes unravel under the sunlit San Francisco skyline, laying bare the brutal costs of crime, betrayal, and a world where no one is truly safe from the reach of those who pull the strings.
