Born on the same day in the same hospital, Elle Evans (Joey King) and Lee Flynn (Joel Courtney) have enjoyed a lifelong friendship, growing up together and sharing experiences, particularly their love for dancing. Noah Flynn (Jacob Elordi), the older brother of Lee, has always stood up for him against bullies. As Elle matures, she harbors a secret crush on Noah, despite not being particularly interested in fashion and preferring soccer instead. Tragedy strikes when Elle loses her mother after a long battle with cancer, which further complicates her teenage life. To maintain their special bond, Elle and Lee devise a set of friendship rules that include strict guidelines about sharing secrets and dating relatives.
On her first day of junior year, Elle is compelled to wear a too-small skirt due to a wardrobe malfunction. When a football player named Tuppen (Joshua Eady) inappropriately touches her, Noah intervenes, leading to a fight that earns them all detention. Although Tuppen later apologizes, he ultimately stands Elle up on a date after Noah warns him away. Simultaneously, Lee dreams of making out with college pin-up Mia (Jessica Sutton) and hatches a plan to set up a kissing booth at a school fundraiser, which could give him the chance he’s been waiting for.
However, Elle discovers that Noah has been scaring off other guys from asking her out, and irritated by this, she promises to help the kissing booth proposal get approved by the student council, which hinges on Noah’s participation. That same night, after seeing Noah kiss another girl, Elle gets excessively drunk at a college party and ends up needing Noah’s help to go home. He reassures her that he sees her as a sister, showing his deep but protective feelings.
Desperate to convince Noah to support the kissing booth, Elle concocts a story that he likes one of the OMG girls to entice him. After some back and forth, the booth receives mixed reactions. During one pivotal moment, Elle ends up kissing Noah, sparking a complicated romance that threatens to unravel her friendship with Lee. As their relationship intensifies, Elle finds herself breaking the very rules they created, which leads to growing tension between the trio.
One beach party escalates when Warren (Byron Langley) tries to push Elle into a hot tub, forcing Noah to defend her honor. Their relationship becomes more intense when they share their first intimate experience under the Hollywood sign, but they also agree to keep their relationship a secret from Lee until Elle can figure out how to tell him.
As Elle spends more time with Noah, Lee feels increasingly sidelined. When he finds them together, a confrontation nearly erupts into a fight, showcasing the emotional stakes involved. After a period of silent treatment from both sides, Elle seeks to mend her friendship with Lee, ultimately leading to a heartfelt reconciliation when they share a dance at the arcade.
The climax arrives at prom when Noah admits his love for Elle and tries to smooth things over with Lee. Just before Noah departs for Harvard, Elle bravely confesses her feelings to Lee, who surprisingly supports her. A heartfelt misunderstanding occurs when Elle, in search of Noah, mistakenly reveals her feelings to Lee, who is dressed as Batman, only to find it is Noah in disguise.
Days pass with Elle and Noah creating beautiful memories before he leaves for college, leaving her anxious about their future together. Yet she understands that no matter what happens, a part of her heart will always belong to Noah.
