FBI Special Agent Sarah Ashburn, renowned for her investigative prowess, faces disdain from her peers due to her condescending nature and arrogance. Her superior, Hale, at the New York FBI field office, sees potential in Ashburn and sends her to Boston on a crucial assignment to bring down a drug kingpin named Larkin. He promises Ashburn that solving this case could lead to her promotion as his successor, provided she demonstrates the ability to collaborate effectively with others.
Upon her arrival in Boston, Ashburn finds herself partnered with the brash and assertive Shannon Mullins, a Boston Police Department officer known for her colorful language and unorthodox methods. Their styles clash significantly: Ashburn adheres strictly to rules, while Mullins is willing to bend or break the rules to get results. In a pivotal moment, Ashburn decides to interrogate a drug dealer without Mullins’ consent, only to find Mullins has her own plans to glean information from the case file.
Reluctantly, Ashburn realizes she needs Mullins’ local expertise and agrees to work together. They chase down leads, placing a surveillance device on a nightclub owner’s phone. However, a confrontation with DEA agents Craig and Adam reveals complications; these agents are apprehensive that Ashburn and Mullins might jeopardize their ongoing case against Larkin. Tensions rise as Ashburn uncovers that Mullins’ brother, Jason (played by Michael Rappaport), recently released from prison due to Mullins’ earlier actions, may be entangled with Larkin’s criminal network.
In a bold move, Ashburn persuades Mullins to visit their parents’ house to extract information from Jason. Back home, it’s clear that resentment exists for Mullins’ past decisions. However, Jason offers a crucial lead, pointing them to a murdered drug dealer’s body hidden in an abandoned car. Their investigation drives them to an old paint factory where they witness a cold-blooded murder by Larkin’s henchman, Julian. Unfortunately, their attempt to interrogate Julian yields little valuable information.
After an eventful night at a bar, filled with bonding and excessive drinking, Ashburn wakes up to discover her car—now stripped of keys—is tragically detonated after being tampered with. As they delve deeper, they learn that Julian has escaped and may be plotting against Mullins’ family. In a protective measure, Mullins relocates her family to a motel, only to discover Jason is now working with Larkin’s crew. Although furious, Mullins attempts to reconcile and receive intelligence from Jason about a suspicious drug shipment arriving in Boston Harbor.
The FBI thinks they have orchestrated a successful sting operation until they realize they’ve been duped, and Jason is left in a perilous state following an ambush intended for him. With her brother critically injured, Mullins is intent on justice, leading her and Ashburn to a warehouse traced to Larkin. Armed with equipment from Mullins’ impressive arsenal, they infiltrate the premises but are soon captured by Julian. He threatens them with gruesome torture, but in a twist of fate, Mullins manages to free herself and subdue Julian.
A high-stakes chase culminates at the hospital where Larkin threatens Jason’s life. While Mullins rushes to save her brother, Ashburn, hindered by her injuries, musters the strength to crawl into action just in time to stop Larkin. Their combined efforts see them triumph as they bring Larkin to justice. The film beautifully wraps up with Ashburn choosing to continue her work at the Boston field office, having developed a strong bond with Mullins, while Mullins’ family finally reconciles with her past, celebrating her achievements with personal pride.
