In Vienna, glove‑saleswoman Christel becomes romantically entangled with Russian Czar Alexander. Austrian Prince Metternak, aware of the diplomatic stakes, uses this affair and other genteel diversions to keep Alexander away from the negotiation conferences of the 1815 Vienna Congress.
