In London, Kate Abbott grapples with the emotional fallout from losing her friends in the 9/11 attacks, which motivates her work at the American Embassy. This haunting past shapes her every move as she seeks justice and closure.

The shadowy figure known as Nash, referred to as the Watchmaker, receives a dangerous explosive hidden within a brick. With malicious intent, he strategically plants the bomb at a local restaurant, setting off a chain of tragic events.

While attempting to assist Dr. Perry regarding concerns over Dr. Balan, Kate Abbott harshly faces the consequences of her unauthorized investigations. An embassy inspector reprimands her, and colleague Maureen Crane expresses her disapproval, increasing the tension within the embassy.
