Fresh from the police academy, Dave Speed is sent to deliver a parking ticket to a member of a tiny Native American village in the Florida Everglades. The assignment seems mundane, but the remote setting foreshadows the extraordinary events to come. Dave's arrival marks the opening of a larger conspiracy behind the village's evacuation.

Unbeknownst to Dave, U.S. authorities plan to fire a nuclear missile loaded with red plutonium into the evacuated village. The operation is a top-secret radiation experiment, hidden from the public and from Dave's perception. The villagers are left waiting while the plan unfolds.

Dave reaches the village, is hit by the invisible radiation, and somehow survives the ordeal to return to civilization. The near-miss begins to hint at extraordinary changes brewing inside him. This event triggers the awakening of a new, unpredictable power set.

Following the radiation, Dave discovers a wide range of superpowers, including speed, strength, and telepathy. He also learns that his abilities can vanish at odd moments and that they are nullified whenever he sees the color red. The revelation introduces a compounding danger to his new talent.

Dave's enhanced senses and speed lead him to uncover a counterfeit money operation in the city run by Torpedo and his mistress Rosie Labouche. An old retired magician named Silvius has stumbled upon Torpedo's scheme and is pursued by Torpedo's henchmen. Dave intervenes, dispatching the attackers and saving Silvius from harm. The rescue tightens Dave's involvement with the criminal plot.

From Silvius' revelation, Dave learns that his powers are neutralized whenever he sees the color red. The discovery explains his inconsistent abilities and adds a personal danger to every scene of action. The red vulnerability becomes a recurring obstacle for him to manage.

At Torpedo's clubhouse, Dave hypnotizes Torpedo to reveal the location of his printing facility, the Barracuda. Dunlop, meanwhile, accidentally informs Rosie about Dave's powers, complicating their plan. The information-gathering sequence heightens the stakes.

Dave and Dunlop sail to the Barracuda, where Dunlop finds the printing press and the counterfeit stash. He is knocked out by Torpedo's men, locked in a freezer, and the trawler sinks to destroy the evidence. The villains escape with the plan intact.

Back at the police HQ, Rosie engineers a trumped-up murder accusation against Dave, landing him on death row. Dave's powers enable him to survive the first three execution attempts, prolonging his life and perplexing the authorities. The conflict now hinges on whether he can prove his innocence.

Dave escapes from prison, leaps into the sea, and reaches the Barracuda to free Dunlop who is frozen on board. He uses a bubblegum balloon to rise to the surface, and the pair return to the city. The escape marks a turning point toward the final confrontation.

Dave intercepts Torpedo's amphibious aircraft, redirects it toward the police airfield where officers await. The plan forces a stand-off with the criminals as Evelyn is held hostage and the city braces for the showdown. The dynamic ends with a decisive confrontation that tests Dave's powers and resolve.

Dunlop dives from the balloon to join the rescue, and Dave races to save him at the last moment. They crash through the earth and briefly end up in China, then safely return to prepare for Dave's and Evelyn's wedding. Evelyn's final word is to dye her hair red, signaling acceptance of Dave's powers.
