Bulliraju, a trainee officer from a village near the Godavari River, returns home and learns that the local police serve the interests of the wealthy rather than delivering justice. He witnesses how the force targets the poor and abuses power. This realization awakens his sense of justice and foreshadows his future actions.

Satipandu is accused of being a Naxalite and is detained and tortured by the police. Bulliraju tries to intervene but is also arrested. During the struggle, the sub-inspector kills Satipandu and Bulliraju accidentally shoots the officer.

Branded a Naxalite, Bulliraju is forced to flee from the police. He gradually rises to lead a group that operates outside formal law enforcement. Crucially, he has no allegiance to Communist or Maoist ideology, guiding the group by a moral sense of justice.

Bulliraju transforms the fledgling group into a vigilante force that seeks to deliver justice to the oppressed rather than spread political doctrine. Bairagi, one of Bulliraju's allies, is betrayed and captured by an arms dealer. This betrayal exposes the vulnerabilities of the vigilante group and raises the stakes for their bid to maintain control. The incident precipitates new bargaining and pressure from hostile actors.

In response to Bairagi's capture, Bulliraju kidnaps a local minister to negotiate his ally's release. The act marks a dramatic escalation, drawing more attention from authorities and civilians alike. It showcases Bulliraju's willingness to escalate methods to achieve strategic aims.
