Bulliraju, Brahmaji, a trainee police officer with a strong sense of justice, hails from a village near the Godavari River. In this rural setting, his friends Chanti, Ravi Teja; Bairagi, Venkateswara Rao Paruchuri; and Satipandu drift through days filled with drinking, gambling, and teasing women, while some among them act as informants for the Naxalites operating in the nearby forest. The village is a microcosm of society, home to landlords, policemen, doctors, farmers, and labourers. Baby, Sanghavi, is in love with Bulliraju, and Lakshmi, Soundarya-geeta, harbors feelings for Chanti.

When Bulliraju returns from training, he discovers that local police serve the interests of the wealthy rather than upholding justice. The situation worsens as Satipandu is accused of being a Naxalite, and the police detain and torture him. Bulliraju intervenes but is also taken into custody. In the ensuing struggle, the sub-inspector kills Satipandu, and Bulliraju accidentally shoots the officer. Branded as a Naxalite, Bulliraju is forced to flee and eventually rises to lead the group, despite having no allegiance to Communist or Maoist ideologies.

Bulliraju reshapes the band into a vigilante force that aims to deliver justice to the oppressed rather than propagate a political creed. His actions win broad support, turning him into a symbol of law and order for thirty surrounding villages. To the police, however, his activities remain illegal, as his group operates outside the formal system and challenges official authority.

Bulliraju’s former Training Officer is tasked with eradicating Naxalism in the area and views Bulliraju as a traitor who infiltrated police training to misuse their methods. The conflict intensifies when Bairagi, Venkateswara Rao Paruchuri, is betrayed and captured by an arms dealer. In response, Bulliraju kidnaps a local Minister, Chalapathi Rao, to negotiate his release. Facing continued assaults from the police, poisoned water, harsh weather, and dwindling resources, Bulliraju’s gang suffers heavy losses.

The story moves toward a final confrontation between the police and Bulliraju’s faction, with significant casualties on both sides. Across these events, the film presses a clear message: justice is essential for a stable society, and when official channels fail, people are compelled to seek it by their own means, a path that can lead to chaos and unrest.
