Every year, the monster crowd comes together at Count Dracula’s castle in Transylvania for the Monster Road Rally—a high-stakes road race that awards the winner with the coveted “Monster of the Year” title and a trove of spooky prizes, all announced by Dracula’s wife, Repulsa [Pat Musick]. The lineup features a grisly gallery: Frankenstein’s monster, voiced by [Jim Cummings], along with his spouse Repulsa [Pat Musick], a Mummy [Alan Oppenheimer], the Witch Sisters [Joan Gerber], Bonejangles the Skeleton [Brian Stokes Mitchell], Dr. Jackyll/Mr. Snyde [Ed Gilbert], Swamp Thing, and Dragonfly. The stage is set in a castle that hums with menace and old-world charm, where rivals size each other up and the air crackles with competitive heat.
The peace is rattled when Dracula learns that the Wolfman has retired to Florida and will not partake in the race, a snag that could threaten the whole affair. To keep the spectacle alive, Dracula consults an ancient spellbook and uncovers a dramatic possibility: every five centuries, during three consecutive nights, a full moon rises into a perfect arc that can turn a willing human into a werewolf. The designated heir is none other than Shaggy Rogers, the fearless, fast-talking driver who has just claimed victory in a recent race with the help of his loyal pit crew, including Scooby-Doo and Scrappy-Doo [Don Messick]. The plan is to seize Shaggy and transform him into a werewolf so he can compete in the road rally and be tamed for Dracula’s purposes.
To carry out this transformation, Dracula dispatches the Hunch Bunch—two cunning henchmen, Brunch [Rob Paulsen] and Crunch [Frank Welker]—on a trip to America. Their task is simple in theory: locate Shaggy, convert him, and bring him back to the castle in time for the race. The first two nights pass with misfires and near misses, as the pair stumble through attempts that never quite gel. Then, on the final night, chaos erupts at a drive-in theater where Shaggy and his girlfriend Googie [Bj Ward] are watching a film with friends. The Hunch Bunch manage to expose Shaggy to moonlight by dropping the sunroof of his customized race car, triggering the transformation into a werewolf. However, Shaggy’s notorious hiccups complicate the situation, forcing him to swing between human and wolf forms, a wobbling duality that his friends notice with concern.
