Police uncover a taped message and a dossier on the dead officer that point to the self-styled Anti-Corruption Force (ACF), a vigilante group that swears to root out graft by abducting top officials, confining them for a week, and eliminating the most corrupt among them. The narrative threads weave together the moral pressure and legal wager of a society tired of bribery, a city watching its leaders with wary eyes, and a nascent sense of justice that may or may not be lawful.

Across this backdrop, the central figure rises: Ramanaa, a mild-mannered professor at National College in Chennai who shares a home with four adopted children. While treating one of his adopted kids, he discovers doctors at a private hospital are brazenly extorting patients through fraud and manipulation. He sends his kids home and shifts his attention to a government hospital, where he drags in the body of a recently dead poor man to expose the extortion scheme. The hospital staff, hungry for money, fall into the trap and try to squeeze a fortune from the corpse. Ramanaa refuses to let them profit from a tragedy; he settles the debt with the hospital by paying the extorted amount himself, while delivering the rest of the funds to the poor man’s family. The documents he unearths are shared with the country’s political power brokers, including copies sent to the incoming President of India. Government pressure soon snaps shut the hospital and the college, curtailing their operations and sending shockwaves through the city’s already volatile landscape.

The consequences ripple outward: Rishi, the hospital’s heir, faces arrest and ends his life in despair. His grief-stricken father, Bhadrinarayanan, a powerful construction magnate, returns from Mumbai with a vow to make Ramanaa pay for his son’s death. In the months that follow, the ACF intensifies its campaign, kidnapping the top 15 corrupt officials each month for four months, then moving to execute the single most corrupt figure. Officials from transport to health care become targets, and a Punjabi IPS officer is flown in from Delhi to take charge of the case. Amid the escalating crackdown, Devaki, a college girl and a friend to Ramanaa’s students, begins to suspect the truth behind the ACF—and questions the ethics of their methods.

Seven years earlier, the film flashes back to a different life Ramanaa led: a hopeful professor with a young family—his nine-month-pregnant wife, Chitra, and a daughter—enjoying a festive Deepavali. A nearby construction plan devastates their apartment complex, built on unstable ground, and many residents perish. Ramanaa uncovers that Bhadrinarayanan’s bribe-ridden operation allowed the building to go up where it shouldn’t have. When he brings this to the district council, Bhadrinarayanan taunts him and bribes the top officials, leaving Ramanaa with little chance of legal redress. In a brutal street confrontation, Ramanaa’s attempt to strike back is beaten down by Bhadrinarayanan’s enforcers and hurled onto a highway. He is rescued by National College students who were on a trip, and this moment becomes the catalyst for his transformation into a champion of anti-corruption.

Back in the present, a local police constable, disheartened by the lack of progress and frustrated by bureaucratic optics, begins to assemble a case against the ACF. Though his superiors dismiss him, the constable watches as civil-supply officers are arrested, and the government promises to create thousands of jobs to mollify public anger. The ACF’s bold maneuvers reach a crescendo when the top 15 dons are abducted, and Ramanaa himself confronts Bhadrinarayanan with a final lifeline: the chance to call two people anywhere in India. This time Bhadrinarayanan falters, is kidnapped, and is killed, sealing the arc of vengeance and accountability that Ramanaa has pursued for years.

Yet the victory is bittersweet. The constable reveals his own plan, and the arriving IPS officer applauds the breakthrough. Ramanaa, overwhelmed by the sacrifice of his students and the cost of his own actions, chooses to surrender. He is convicted as the mastermind behind Bhadrinarayanan’s murder and several other officials’ deaths, and accepts the sentence without appeal. Public sentiment swells as the Tamil Nadu Chief Minister visits him in prison, offering a pardon. Ramanaa declines, insisting that only he should bear the consequences. He asks to see his children one last time and, under cover, visits them as they sleep to bid them a tearful farewell. The city fills with people as Ramanaa gives a final speech, urging the public to resist corruption at all costs. Moments after his plea, he is hanged.
