Viswanatha Panicker [Mammootty] is the long-standing, corrupt president of the Thazhe Keezhppadam grama panchayath in Kuttanad, ruling for a quarter of a century with an iron grip and a willingness to bend the law to fill his pockets. He amasses wealth by steering villagers to hand over their lands, yet never keeps the titles in his own name; instead, he funnels profits to his relatives. His slick, calculating style earns him the nickname “America,” a reflection of how he plays the big brother to influence every issue that touches his grip on power. All of his dealings run through his cousin and trusted confidant Somasekharan [Siddique], whose loyalty keeps the machine humming. When a strict new Panchayat Secretary arrives, Janaki [Sneha] quickly discovers the scale of illegal transactions already in motion. She warns that she will report these abuses to higher authorities, and her stance threatens Panicker’s operations. Yet Panicker refuses to bend, and the illegal schemes keep spinning. Enter Bobby, a man on a mission to illuminate Panicker’s activities and rally the village to stand up against the abuses. Bobby is introduced to the struggle through Somasekharan’s world, and their uneasy dynamic unfolds as Bobby presses forward with testimonies from the people. Bobby is the grandson of Rosy Teacher and the son of his old friend Joseph Varghese [Prabhu], which roots the conflict in personal histories and long-standing loyalties.
A flashpoint arrives with the Cyber Park Project, a plan that would require substantial village land. Janaki blocks the move, insisting the land is agricultural and not suitable for development. Undeterred, Panicker and Soma use bribes to push the plan through, arranging a sign-off from a substitute and manipulating the panchayat’s votes to lock in the deal. Rosy Teacher [Lakshmi] urges caution and urges Panicker to cancel the agreement, reminding him that he holds the post in part because of the sacrifices of her family and the memory of her son Joseph. She counsels that credibility and honesty should guide action, not the lure of quick gains.
Under Rosy’s influence, Panicker contemplates canceling the deal, but Soma and the family push back. They threaten Panicker with expulsion if he wavers, and he ultimately leaves the home with an orphan girl he claims to have seen on a train the day Joseph died. He takes refuge in the Panchayat office, and Janaki, moved by the turn of events, begins to soften toward him, sensing a chance for real change. The two of them travel to Alapuzha to appeal to higher authorities and to revoke the agreement, but they face a hurdle: anonymous letters alleging a romance between Janaki and Panicker reach the officials, who question the legitimacy of their pursuit. Janaki counters that the official has time for rumors but not for his duties.
Meanwhile, Soma sows doubt in Bobby’s mind, suggesting that Joseph’s death was not an accident but a murder orchestrated by Panicker to seize the presidency. Bobby, who wants to believe in Panicker’s reform, grows suspicious as he prepares to leave for Trivandrum for work. The next day, Bobby’s belongings wash up by the river, and Soma claims Panicker has abducted him. Rosy Teacher’s anger boils over in a public slap, and Panicker’s past is peeled back in a longer confession. He reveals the truth about Joseph: the elder man had a clandestine relationship, fathered a daughter, and had been part of a train journey that ended in tragedy. The orphan girl Panicker had claimed to glimpse is actually Joseph’s daughter, and the revelation reweights the entire story.
With the truth out, Panicker vows to repair the damage and to bring Bobby back.
