Beamer, the old lighthouse, is worried after storms have battered the breakwater so badly that a recent gale punched a hole through it. He calls a meeting with the big ships at Harbortown to discuss what to do next. From the back of the room, Scuffy the Tugboat overhears the plan and steps forward with a bold promise to help fix the breakwater. The bulky vessels laugh at the idea, but Beamer makes a firm call for calm and tells them to stop. Scuffy is determined to prove that even a small tugboat can tackle a big challenge.

Later, Scuffy explains the situation to his friends, Tooter the Train, Katy Caboose, Poky Little Puppy, and Shy Little Kitten. Despite their fears about getting into trouble, they band together to help Scuffy. Their journey to gather materials leads them through a series of small adventures. Along the way, Poky Little Puppy and Scuffy tell Saggy Baggy Elephant about the breakwater, and he agrees to lend a hand. He offers coconuts to help with the repair, but Scuffy points out that they need a rock; the elephant then guides the group along a path toward Cavetown.

Through Cavetown Tunnel they meet Baby Brown Bear, who helps by leading them to a big round rock perched on a mountaintop. As a storm begins to rage, the friends with arms and legs push the rock from the summit, sending it rolling down the mountainside toward the tracks where Katy Caboose and Tooter the Train travel. The rock blocks their passage, and everyone scrambles to regroup. Once they are back on board, Tooter the Train tries to surge ahead, but the rock continues its relentless pursuit, leaving a trail of disruption in its wake.

As the storm threatens to batter Harbortown’s breakwater even further, Beamer spots Tooter and coordinates a bold response with the cargo ship. The ship drops mattresses from its hold onto the ground, creating a cushion of safety. Tooter the Train slams on its brakes, and the mattresses and other cargo tumble from the cars. All of the friends land safely on the mattresses except Scuffy, who ends up back in the water. The enormous rock lands squarely in the hole of the breakwater, plugging it up and preventing Harbortown from flooding.

When the storm finally passes, Beamer hosts a celebration for Scuffy and the team. He praises Scuffy for saving the day, but Scuffy deflects the credit, thanking every friend who helped along the way.
