Beamer the Old Lighthouse is on edge after a series of ferocious storms chewed away at the breakwater, leaving a hole that could flood Harbortown. He calls a council of the great ships to discuss the problem, but the moment Scuffy the Tugboat steps forward with a plan, a chorus of mockery erupts from the bigger vessels. With a spark of determination, Scuffy the Tugboat gathers his friends—Katy Caboose and the others—Poky Little Puppy and Shy Little Kitten. As a storm begins to loom, the group strains to push the rock down toward the breakwater. They work together with arms and legs, and the rock tumbles onto the tracks, haltingly blocking Katy Caboose’s and Tootle’s passage.
Back on deck, the storm worsens and the arrival of rough seas pushes the crew’s nerves to the limit. Beamer spots Tootle and calls for decisive action. The cargo ship ingeniously drops mattresses from its hold, creating a soft landing field. Tootle slams on the brakes, and the team rides the makeshift cushions as the rock skitters along the tracks and finally lands in the hole, sealing it shut and preventing Harbortown from flooding.
As the skies clear, Beamer hosts a celebration to honor Scuffy’s quick thinking and teamwork. Yet Scuffy humbly gives credit to all his friends for their courage and cooperation.
