Wanted in Edo for robbing wealthy mansions, Jirokichi the Rat becomes a fugitive. During his flight he meets Osen, a girl forced into a brothel by her criminal brother Nikichi, and falls in love with her. Later, while searching for Nikichi, he encounters Okino, a poor girl also threatened by Nikichi, and quickly becomes enamored with her as well.
