An armored truck carrying $100 million is attacked by the Ronin Gang at a busy traffic junction in front of a jewelry shop. The assault leaves most of the security guards dead and triggers heavy gunfire that injures bystanders and responding officers. Explosions also claim civilian lives, signaling the brutality of the heist.

Half a year passes before the gang resurfaces in Hong Kong, wounding a group of policemen during a spot check. The renewed violence escalates the police pursuit and personal vendetta among Chan, Fong, and their colleagues. This rekindled threat sets the stage for a deeper investigation into the gang.

CID detective Chan Chun captures Little Tiger and forces him to reveal the gang’s hideout. This maneuver pulls the police closer to the gang and raises the stakes for both sides. The capture also tightens the sense of an imminent confrontation.

Following an accident scene, the gang shoots several officers and hijacks a mini-bus carrying young children, taking Wai as a hostage. Chan and Fong pursue in another car while Ho follows in support, intensifying the tactical maneuvering. The stakes rise as a hostage crisis grips the city.

In the ensuing chaos, Wai’s undercover brother is killed by a gang member, while Ho Wing-keung is killed by another. Wai is left handcuffed to the bus with the children and a timed bomb, forcing Chan and Fong to risk everything. The police must now navigate a deadly countdown while trying to save the hostages.

Chan and Fong are forced to collect the stolen cash from the robbery’s mastermind at a funfair in Tamar while chained to another timed bomb. The captors manipulate the pace of the operation as the clock ticks down. Tension peaks as the men try to complete the swap under duress.

Wai manages to free himself and rescue all the children on the bus, only to discover that the timed explosive is a ruse. The realization shifts the momentum of the confrontation and adds a surprising twist to the operation. Chan and Fong leverage the moment to recalibrate their strategy.

At the funfair, Chan and Fong approach a man with a luggage bag who turns out to be Chief Inspector Sam, part of the larger scheme. They take Sam hostage and escape the immediate danger as the tent explosion rages elsewhere. The encounter seeds doubt about the integrity of the police leadership.

The truth about Sam’s collusion with the mastermind Cheung Man-yiu comes to light, and Sam attempts to turn on Chan and Fong. They overpower and hurl him over a railing, killing him in the process. The detectives emerge as principal suspects in the fallout of the ambush.

With the help of Leung Hoi-lam, Chan and Fong uncover that Senior Superintendent Cheung Man-yiu orchestrated the robbery and double-crossed the gang. He has stashed the loot in a car in the Police Headquarters car park, setting the stage for a final showdown. The investigation tightens around Cheung.

An extended confrontation erupts at the Police Headquarters, leaving several criminals and policemen dead. Wai is beaten to death by Tien, and Chan and Fong grapple with their sense of duty versus revenge. Cheung sacrifices others with grenades in an explosive finale, and Chan and Fong escape with Wai’s body.

Cheung later confronts Law in an ambulance and is killed by Chan and Fong as they attempt to rescue their fellow officers. Law allows them to return to duty, and Chan becomes a detective while Fong stays a beat cop. The two vow to honor Wai by returning to their police duties and helping look after Wai’s grandmother.
