The assassination of Tokyo’s governor Takayama ignites a wave of public outrage and sets off a complex cross-border investigation. In response, the U.S. FBI asks the CIA’s Tokyo office to look into the killing, suspecting ties to the yakuza, while the Japanese branch of the CIA, operating under the Department of Homeland Security, begins its own probing. On the ground, CIA agent Travis Hunter [Steven Seagal] leads the charge, with his rookie FBI understudy Sean Mack [Matthew Davis] tagging along. The pair are tasked with uncovering the masterminds behind the hit and bringing them to justice. Hunter, who was raised in Japan, brings a deep familiarity with yakuza culture and its elusive, ruthless code, whereas Mack often feels out of his depth, hampered by unfamiliar procedures and a tenuous grasp of local customs.

As they dig, a dangerous pattern emerges: a plan led by Kuroda [Takao Osawa], the head of a rising yakuza faction, to forge a vast drug-dealing network through his export business, secretly colluding with a Chinese Triad leader named Chen [Ken Lo Wai-Kwong]. Kuroda shows a dangerous willingness to eliminate anyone who stands in his way. While reviewing security footage of the governor’s assassination, Hunter notices a medallion worn by the shooter, a clue that ties Kuroda directly to the murder and marks him as the mastermind they must stop.

Seeking inside information, Hunter turns to Kojima [Masatô Ibu], the second-in-command of an older yakuza clan led by the aging Oyabun Ishikawa. Kojima explains that the newer yakuza factions have gained power by allying with the Triads and are poised to wipe out rival gangs. He reveals a chilling parallel between himself and Hunter: both harbor a shared resolve to remove Kuroda, and it will be a grim contest to see who finishes him first.

The pursuit tightens the net and places innocent lives in danger. Kuroda isn’t shy about ruthless consolidation—he has Ishikawa murdered, elevating Kojima to lead Ishikawa’s outfit. Mack, meanwhile, struggles to keep pace and is brutally murdered, underscoring the peril of the path they’ve chosen. The danger becomes personal when Kuroda slaughters Hunter’s fiancée, Nayako [Kanako Yamaguchi], transforming the hunt into a deeply personal vendetta for Hunter. Resolute and furious, he forges an alliance with CIA operative Jewel [Juliette Marquis] and the tattoo artist Fudomyo-o [Kosuke Toyohara], whose own family losses at the hands of Kuroda fuel their shared mission.

With night falling, Hunter and Fudomyo-o reach the temple that serves as Kuroda’s hideout. They pick off Kuroda’s men one by one, wielding traditional swords in a stark, ritualized confrontation. Into the fray comes Mei Ling [Pace Wu Pui-Tsi], a former student of Hunter and Nayako’s friend, who arrives just in time to join the fight. The showdown intensifies as Fudomyo-o is shot but survives, and Hunter finally closes in on Kuroda, delivering a brutal, decisive chest slash that ends the tyrant’s reign.

In the aftermath, a memorial is held for Nayako, honoring her memory and sacrifice. Kojima’s ascent to leadership is formally recognized in a ceremonial rite, signaling a new balance of power within the yakuza. Jewel and her “professional cleaning company crew” arrive at Kuroda’s hideout, coating the scene with a blue substance that stymies fingerprinting and creates an eerie, impenetrable tableau for investigators. Authorities arrive to begin forensic work, collecting weapons and processing the scene as the local inspector notes the unusual blue residue. Grieving, Hunter returns to the park where he and Nayako once spent time, a quiet, personal moment of reflection after a tumultuous, violent pursuit.
